- Providing up to 25 Project Reports for USTDA funding consideration.

- Conducting Infrastructure Risk Screening, incorporating environmental and disaster resilience.
- Developing Terms of Reference (TOR) and budgets for up to 15 activities.
- Assessing U.S. export potential and foreign competition.
- Identifying potential U.S. sources of supply and services.
- Developing an implementation plan.
