Purpose & Background
The government is seeking information for a potential Industry Day related to the LaunchPad 2.0 requirement. LaunchPad is envisioned as a comprehensive, enterprise-wide platform supporting approximately 80,000 users across various functional areas (finance, logistics, contracting, program management, etc.). It aims to host commercial software, support role-based views, and become a single source of truth for the entire acquisition lifecycle, maintaining support for IL5 and IL6 capabilities. This RFI is for market research only and does not constitute a commitment to a future solicitation.
Scope of Work (LaunchPad 2.0)
The objective is to develop LaunchPad 2.0, a centralized, accessible platform for commercial software tools. Key aspects include:
- Developing and maintaining a framework for seamless data exchange and process integration.
- Providing a cloud-based digital environment capable of hosting commercial software tools at Controlled Unclassified Information (CUI) and Secret levels.
- Ensuring architecture supports 250% yearly user growth, scaling to 80,000 users by September 30, 2030.
- Integrating with other DAF/DoW systems and authoritative data sources to maintain a "digital thread."
- Supporting future AI technologies and large language models (LLMs).
- Deploying and maintaining a Government-approved Cross-Domain Solution (CDS) for secure file transfers.
- Providing multi-tiered helpdesk support (Tier 2 and Tier 3).
- Achieving 99.9% uptime for production environments and a Mean Time to Repair (MTTR) of 4 hours for critical incidents.
Industry Day & Requested Response
The government may host an Industry Day in or near Dayton, Ohio. Interested organizations should submit an email with POC and attendee names. Additionally, respondents must submit a paper addressing:
- Corporate capabilities related to platform development, scalability, software integration, and secure collaboration (max 2 pages).
- Experience with innovative solutions driving operational efficiencies (max 1 page).
- Capability, experience, and methodology for staffing similar efforts (max 1 page).
- Experience and methodology for delivering executive management dashboards (max 1 page).
- Any limitations or concerns regarding the requirement (max 1 page).
