• Seasonal Surges: There are no anticipated seasonal surges that increase linen volume beyond typical levels.
• Monthly Weight Estimate: The stated 1,200 lbs. monthly weight is an estimate, not a cap. Previous monthly weights have not exceeded this amount.
• Included Items: All items, including pillows, comforters, and shower curtains, are included in the weighing process.
• Turnaround Time: A 72-hour turnaround time for laundry services is acceptable.
• Emergency Situations: There are no defined "emergency situations" requiring a specific response time.
• Access & Requirements: Vendors will have scheduled pick-up and drop-off times. Access will be granted by managers, and a doorbell system is in place. No specific background checks, credentialing, badging, or vehicle registration beyond general inspection rights are required.
• Meetings: No official meetings are required. If a meeting with Fisher House managers is necessary, it will be scheduled with Candler Rhodes.

These clarifications do not appear to alter the core requirements or submission deadlines of the original solicitation but provide specific details on operational aspects of the laundry services.

Solicitation / RFP / RFQ

This solicitation is for laundry services for the 16-bed Fisher House located at the WJB Dorn VA Medical Center in Columbia, SC. The Fisher House provides housing for Veterans and their families. The services required include collecting, cleaning, and delivering all linens.

• Provide complete linen and laundry services for the Fisher House.

• Collect soiled linens from designated areas.

• Clean and process various linens including bath towels, washcloths, sheets, pillowcases, duvet covers, blankets, comforters, mattress pads, and kitchen towels.

• Deliver clean linens, wrapped in plastic or in a covered cart, and restock them.

• Ensure all personnel are trained in handling clean and soiled linen.

• Adhere to Association for Linen Management (ALM) and accepted industry standards.

• Provide necessary labor, travel, supervision, equipment, supplies, and coordination.

• Maintain a Quality Control Program.

• The contract period is a base year with four (4) option years.

• Period of Performance: March 25, 2026, through March 24, 2031.

• Estimated monthly weight of soiled linen is 1,200 pounds.

• Payment will be made via electronic funds transfer through the Tungsten Network.

• Offers must be submitted by 9:00 am EDT on March 19, 2026.

• All questions must be submitted to Michael.barton@va.gov no later than March 09, 2026.

• Evaluation will be based on Technical Approach, Past Performance, and Price.

• Proposals must meet minimum requirements; alternate quotations are not requested.

• A signed Limitations on Subcontract Certificate must be included.

• This acquisition is set aside for Veteran-Owned Small Businesses (VOSBs).

• Offerors must be certified VOSBs listed in the SBA certification database.

• NAICS Code: 812332, Size Standard: $47 Million.

• Wage Determination: 2015-4429 applies.

• Contractor access to the facility will be provided during government normal duty hours (8:00 a.m. - 4:30 p.m. EST, Monday-Friday, excluding Federal holidays).

• Pick-up and delivery of linens will occur twice weekly (e.g., Monday pick-up/Thursday delivery, Thursday pick-up/Monday delivery).

• The Fisher House does not have a dock height loading platform; pickup/delivery is at ground level.
