Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines the requirements for chemicals and equipment, including furnishing, installation, and any additional programming and utilities, for the Laundry Chemical Project at Bay Pines VAHCS. The primary goal is to ensure the successful bidder provides chemicals compatible with specified equipment and offers excellent customer service, including expert suggestions for improving laundry operations.

• Furnish all supervision, labor, equipment, tools, safety, hoisting, and supplies.

• Provide chemicals compatible with the listed equipment (Milnor pulse flow washer, Milnor split pocket washers, Milnor washers, McClure cart wash).

• Offer expert suggestions to improve laundry operations, extend linen life, monitor stains/discoloration, adapt to industry changes, and reduce utility usage.

• Maintain and service all dispensing equipment.

• Provide complete and accurate formula summaries, daily totals of formulas processed, total chemical used, total wash formulas processed, total poundage processed, proof of delivery, automated calibration, and water flush on chemical delivery.

• Perform bi-weekly monitoring and recording of water softness, chlorine strength, wash titrations, PH testing of washed linens, and water temperature (approx. 140°F +/- 10°F).

• Monitor and manage stained linen rates, aiming for below 2%, and perform chemical formula modifications as needed.

• Respond to any call regarding washed linen or equipment malfunction within one hour, with on-site presence within twelve hours.

• Provide technical support for issues such as chemicals not reaching washers, unacceptable linen standards, excessive lint, or excessive static.

• Provide documentation of all chemical formulas for linen classifications.

• Supply and maintain a modern chemical delivery system with proof of delivery and internet monitoring capabilities.

• Provide chemicals including Builder, Detergent, Parasitic Acid, Hydrogen Peroxide, Sour, Softener, Chlorine, and disinfectant/drying agent for the cart wash system.

• Provide chemical tanks (totes or day tanks) and spill containers.

• Provide one-on-one or one-on-many training on an as-needed basis for regular use, including water softness, wash formula titration, PH testing, and minor maintenance.

• Delivery and installation shall be complete within 90 calendar days after award.

• Installation site will be available for work from 12 PM Saturday to 5:50 AM Monday (weekend installation preferred).

• Installation must comply with federal, state, and local codes, and national recognized codes for utility connections.

• Contractor is responsible for rigging, special handling, uncrating, and removal of refuse.

• Provide Personal Protective Equipment (PPE) for government employees during chemical transfer.

• Ensure Safety Data Sheets (SDS) for all chemicals are current.

• Installation requires qualified field engineers or technicians.

• Contractor must provide on-site orientation and training for operating personnel.

• Guarantee that equipment and chemical formulas meet or exceed standard ALM and TSRA Hygienically clean linen standards.

• Perform quarterly USP 62 and Rodac plate testing.

This document is a Sources Sought notice for market research purposes to identify potential qualified sources capable of providing Brand Name or Equal Laundry Chemicals and Maintenance for the C.W. Bill Young VAMC. The government is seeking to determine the availability of Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), and Small Businesses (SB) for this requirement.

• Supply of specific laundry chemicals (e.g., MAXX 289, MAXX 440, PERACID BRITE, SANIX, OUST) and maintenance services.

• Chemicals must be compatible with specified laundry equipment (Milnor and McClure washers).

• Contractor must provide a statement that all supplies will be procured from the Open Market or a Contract Schedule.

• Maintenance requirements are detailed in an attached Statement of Work (SOW).

• Anticipated contract type: Firm-Fixed Price (FFP).

• Period of Performance: Anticipated from 10/27/2025 to 10/26/2030 (Base plus 4 option years).
