Statement of Work (SOW) / Performance Work Statement (PWS)

To procure liquid detergent and Clorox bleach to support the personal hygiene of students residing in the dormitories at Riverside Indian School in Anadarko, Oklahoma.

• Liquid Laundry Detergent: 200 units of Ultra Fresh 6x Platinum liquid laundry detergent with order eliminators, 5 gallons each (yielding 640 loads per unit), including a pump.

• Clorox Bleach: 65 units of Clorox bleach, packaged as 3-packs of 121 fl. oz. each, 5-in-1 formula.

• Ordering Schedule: Two separate orders annually. A partial order will be placed on or before August 3rd each year, and the final order will be placed on or before February 1st each year.

• Shipping Address: BIE Riverside Indian School, 101 Riverside Dr., Anadarko, OK 73005.

• Delivery: Delivery will be within 30 days After Receipt of Order (ARO).

• Quotes must identify the product's unit price and total cost for each line item.

This document is the "Indian Affairs Indian Economic Enterprise Representation Form." It serves as a self-certification for offerors to confirm they meet the definition of an "Indian Economic Enterprise (IEE)" as defined in the Department of the Interior Acquisition Regulation (DIAR) Part 1480, "Acquisitions Under the Buy Indian Act."

Bidders must complete and submit this form to represent their eligibility as an Indian Economic Enterprise. This certification is required throughout the solicitation response, contract award, and the full term of the contract. Failure to provide accurate information may result in penalties. Contracting Officers may request additional documentation to verify eligibility.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, specifically laundry cleaning supplies. The Bureau of Indian Education (BIE) anticipates awarding a single Fixed-price economic price adjustment, Blanket Purchase Agreement (BPA) type contract. The estimated BPA volume is $113,000 up to May 17, 2031, with a limitation of $85,000 per BPA Call.

• Procurement of laundry cleaning supplies, including laundry detergent and Clorox bleach.

• Products must be fully manufactured and available, not refurbished, grey market, or on backorder.

• Delivery lead time must be clearly specified.

• Products must conform to specifications provided in the solicitation.

• Contract Type: Fixed-price economic price adjustment, Blanket Purchase Agreement (BPA).

• Period of Performance: Base year (ending May 17, 2027) with four option years, extending potentially to May 17, 2031.

• Estimated BPA Volume: $113,000.

• Maximum BPA Call Amount: $85,000.

• Evaluation will be based on comparative evaluations to determine the best value for the Government.

• Factors include product specifications, contractor capability, delivery time frame (30 days ARO), and price completeness and reasonableness.

• Offerors must provide product specifications and proof of capability to deliver.

• A firm-fixed price quote, inclusive of all costs, is required.

• This acquisition is set aside for Indian Small Business Economic Enterprises (ISBEE).

• Offers are solicited only from Indian Economic Enterprises that are also small business concerns.

• Offerors must complete and submit the DIAR IEE self-certification.

• All orders will be issued via individual Call Order.

• Payment requests must be submitted electronically through the U. S. Department of the Treasury's Internet Payment Platform System (IPP).

• Offerors must be registered in SAM.gov.
