This is a combined synopsis/solicitation for commercial products or services, issued as a Request for Quote (RFQ) in accordance with FAR Parts 12 & 13. It constitutes the only solicitation, and no written solicitation will be issued separately. The Louisiana Army National Guard (LAANG) requires laundry services for approximately 120 personnel, generating an estimated maximum of 600 lbs of laundry per week, to be performed in accordance with the attached Performance Work Statement (PWS).

• Performance must adhere to the attached Performance Work Statement (PWS).

• Contractor must maintain an adequate workforce for uninterrupted service.

• Offerors must be registered and active in the System for Award Management (SAM) with a publicly visible registration.

• UEI, Duns & Bradstreet, CAGE Code, and Federal Tax ID numbers must be submitted with the offer.

• Offer must include proof of adherence to specifications and satisfactory past performance with Government contracts.

• Offerors must complete the Representation in FAR Clause 52.204-24(d) regarding covered telecommunications equipment or services.

• Contract Type: Firm Fixed Price.

• Award Basis: Lowest Priced Technically Acceptable (LPTA).

• Quotes must be submitted electronically to Mr. Antoneil Banton (antoneil.s.banton.civ@army.mil) and Mrs. Crystal Stiles (crystal.l.stiles2.civ@army.mil).

• Submission Deadline: April 30, 2026, 11:00 a.m. CT.

• Questions Deadline: April 20, 2026, 16:00 p.m. CT. Submit questions via email to the Contract Specialist or Contracting Officer.

• Evaluation: Award will be made to the Lowest Priced Technically Acceptable offer.

• Solicited as "Total Small Business Set-Aside (FAR 19.5)".

• NAICS Code: 812320 (Drycleaning and Laundry Services (except Coin-Operated)).

• Applicable FAR/DFAR clauses are listed within the document.

• A "Solicitation Worksheet" must be completed and submitted with the quote.

• Ensure SAM registration is current and accurate, pricing is complete, and representation selections are made.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide comprehensive laundry services for Task Force Thunder Security mission, serving as the primary source for cleaning Soldiers' clothes.

• Provide all personnel, equipment, tools, materials, supervision, and quality control for laundry pickup, washing, drying, folding, and delivery.

• Services to be performed at the contractor's designated facilities.

• Process each laundry bag individually; no commingling of clothing or linens from different bags.

• All laundry to be professionally washed, dried, and folded before returning to the hotel of origin.

• Provide a missing item slip for lost items and retrieve/return lost items within 24 hours or provide clarification.

• Weekly pickup and 24-hour turnaround for delivery.

• Maximum of 600 pounds of laundry collected per week.

• Services to be performed between 0900-1900, Monday through Saturday, excluding recognized US holidays or government-directed facility closures.

• Contractor must maintain an adequate workforce for uninterrupted performance.

• Quality Assurance Surveillance Plan (QASP) will be used to evaluate performance.

• Period of Performance (PoP): Six months and one week, with no option years.

• Place of Performance: Services provided to Jackson Barracks Billeting, 6400 St. Claude Ave. New Orleans, LA 70117.

• Contractor must comply with all installation access, security policies, and procedures.

• Contractor employees must obey installation regulations (fire, traffic, safety, security).

• Contractor must safeguard all Government property.

• Contractor shall designate a Contract Manager (CM) with full authority.

• Zero tolerance policy for trafficking in persons.

• Address any Organizational Conflicts of Interest (OCI).

• Adherence to Service Contract Report (SCR) requirements.
