Statement of Work (SOW) / Performance Work Statement (PWS)

To provide laundry services in support of tenant commands located at Marine Corps Air Station Iwakuni (MCAS-I), Japan, ensuring mission readiness for units, tenant organizations, and allied forces.

• Pick-up, receive, count, process, and deliver laundry and dry-cleaning items.

• Includes loading, unloading, segregating, transporting, and obtaining necessary documentation.

• Services are to be provided in accordance with specified schedules and locations (Table 2).

• Contractor must adhere to Japanese laundry and sanitation laws, as well as industry standards for quality, cleanliness, and packaging.

• 90% of laundered items must be free of stains and properly packaged.

• 90% of laundered items must be delivered on time.

• 95% of total quantity of laundry items must be accurate.

• 95% of laundry items must be picked up and delivered on schedule.

• Quality Assurance Surveillance Plan (QASP) will be used for monitoring performance.

• Period of Performance: 1 April 2026 through 31 March 2031 (base year plus four option years), with a possible six-month extension.

• Place of Performance: Marine Corps Air Station Iwakuni (MCAS-I), Japan.

• Contractor must comply with typhoon condition procedures.

• Vehicles used for service must be clean, sanitized, and comply with relevant regulations.

• Contractor must obtain necessary base passes for employees and adhere to installation access requirements.

• Specific insurance requirements for vehicles are detailed (Automobile Property Damage and Bodily Injury).

• At least one licensed laundry specialist must be employed for every five employees.

• A Quality Control Plan must be developed and submitted within 15 days of award.

• Estimated annual quantities for various laundry items (e.g., blankets, comforters, sheets, pillows) are provided.

• Price List: Details various bedding items (blankets, comforters, mattress pads, pillows, pillowcases, sheets) with quantities and unit prices for a base year (04/01/2026 - 03/31/2027) and five option years (04/01/2027 - 03/31/2031), plus a 6-month extension (04/01/2031 - 09/30/2031).
