Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) details the requirements for providing comprehensive laundry and dry-cleaning services for Moron Air Base, Spain, specifically for the Dining Facility and Contingency Dorms.

• The contractor shall provide all necessary management, supervision, personnel, equipment, materials, and transportation.

• Services include pick-up, cleaning, processing, packing, and delivery of all authorized laundry and dry-cleaning items.

• All services must comply with Spanish health, safety, and environmental standards.

• Clean laundry must be bundled, folded, placed on hangers, and wrapped with clear plastic film as per Appendix B.

• Turn-around Time: 24 hours (one working day), excluding the pickup day. Items picked up on Friday must be returned the following Monday.

• Damaged Items: Contractor must repair general laundry items damaged during processing. For lodging linens and towels, damaged items must be replaced at the contractor's expense (via invoice deduction or direct replacement).

• Unsatisfactory Service: Items unsatisfactorily laundered must be re-cleaned and returned within 48 hours at no cost. Deductions apply if monthly re-performance exceeds 20 pieces.

• Heavily Soiled Items: These must be segregated. The contractor will attempt one additional cleaning. Permanently stained items will be returned un-cleaned.

• Quantity Verification: Simultaneous counting by contractor and government personnel at pickup and delivery is required, with both parties signing a Count Sheet (Appendix D).

• Locations: Dining Facility and Contingency Dorms at Moron Air Base.

• Pickup/Delivery Schedule: Monday through Friday, 0800-1200 hours, as detailed in Appendix A.

• Holidays: No service on Spanish holidays. Limited service on American holidays and Wing down days, with advance notice.

• Contractor-Furnished Property: Sufficient linen carts and disposable bags are required at each location.

• Security: Contractor personnel require Moron Base Entry Identification, Vehicle Passes, and Spanish Police Certificates. Personnel must wear company identification.

• Certifications: Contractor must obtain all necessary certifications, licenses, and permits.

• Invoicing: Monthly, itemized invoices are due by the 3rd workday of the following month.

• Unauthorized Items: Items not listed in Appendix B will not be cleaned and will be returned un-cleaned without reimbursement.
