LAUNDRY SERVICES FOR PINE RIDGE IHS HOSPITAL

Statement of Work (SOW)

To procure non-personal laundry services for the Pine Ridge Indian Health Service (IHS) Hospital, which processes an average of 27,000 pounds of soiled linen per month.

• Provide personnel, equipment, transportation, and materials for laundry services.

• Services include collection, delivery, proper cleaning, disinfecting, ironing, folding, and inventory control.

• Pick up and deliver laundry twice weekly during normal operation hours.

• Laundering must adhere to standards set by The Joint Commission (TJC) and the Center for Medicare and Medicaid Services (CMS).

• Contractor must provide all necessary equipment, supplies, and materials.

• Test Piece Analysis: Subject to laboratory reports for tensile strength and whiteness retention.

  • Tensile Strength Loss: Not over 5% (Excellent) or 6-10% (Good).
  • Whiteness Retention: 95% or higher (Excellent) or 92-96% (Good).

• Washing Procedures: Must ensure maximum sterilization, including specific temperature ranges (150-170°F for sudsing, 165-170°F for rinsing), minimum durations (25 minutes for sudsing), and bleach/sour application.

• Clean Linen Storage: Must be in areas separate from dirty laundry, sanitized, and utilize enclosed carts or covered shelves.

• Re-Performance: Unsatisfactorily cleaned items must be re-cleaned at no additional cost.

• Period of Performance: One year, to be established at time of award.

• Place of Performance: Pine Ridge IHS Hospital, 607 Indian Health Road, Pine Ridge, SD 57770.

• Collection and Deliveries: At least twice per week (Monday and Thursday before 12:00 p.m. MST), unless otherwise arranged with the COR. Deliveries must be made in a closed laundry vehicle.

• Infection Control: Hospital laundry processed separately; uniforms washed separately; stages kept separate.

• Contractor Furnished Items: Contractor must provide all equipment (washers, dryers, etc.) conforming to OSHA requirements.

• Environmental Quality: Laundry facilities and vehicles must have smooth, easily cleanable interiors.

• Contractor's Facilities Sanitation Inspections: Facilities subject to inspection by IHS.

• Quality Control: Contractor must establish a quality control program.

• Lost and Found Property: Items of value found must be turned over to the COR.

• Missing Inventory: Charges of $5.00 per pound for missing laundry.

• Payment: Invoices submitted via the Invoice Processing Platform (IPP).

• Required Fields: Name of Federally Recognized Tribal Entity, Name of the 51% owner of IEE Firm, Business Name, DUNS Number, Certifying Signature, and Print Name.
