Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal laundry services for the National Hansen's Disease Program (NHDP) in Baton Rouge, Louisiana.

• Laundry Services: Pick up laundry on Tuesdays and drop off on Thursdays. The COR will provide 7 days' notice for service needs. Pick-up/drop-off cycles will not exceed 24 per 12-month period.

• Supplies and Equipment: The contractor must provide all necessary supplies and equipment for laundry services.

• Workload: Wash, dry, fold, and separate linens, towels, quilts, bath mats, and shower curtains for dormitory and clinical spaces. An estimated 100 items or 60 pounds of linen will be laundered per week.

• Government Furnished: The government will provide linens, towels, bedspreads, quilts, pillows, infectious waste bags, and storage space.

• Period: 12-month base period plus four 12-month option periods. Estimated start date: April 26, 2026.

• Place: 9181 Interline Avenue, Baton Rouge, Louisiana.

• Core Hours: Tuesdays and Thursdays, 8:00 AM to 4:30 PM. Services are not provided on Saturdays, Sundays, or Federal Holidays.

• Records Management: Contractor must manage and maintain Federal records in accordance with applicable laws and regulations, including the Federal Records Act and NARA bulletins. This includes managing electronic records and email records.

• Training: All employees accessing Federal or PII must complete HRSA Records Management Training before starting work and annually thereafter. Key personnel require OSHA training and knowledge of CDC regulations regarding communicable diseases.

• Security: The contractor must comply with baseline security requirements, including protecting government information and systems, safeguarding sensitive information, and adhering to privacy and CUI regulations. This includes encryption of sensitive data and incident response protocols.

• Section 508 Compliance: All products and services delivered must comply with Section 508 standards for accessibility, particularly for Information and Communications Technology (ICT).

• Deliverables: Documentation on Federal Records Management, employee training lists, laundry service workloads, training rosters/records, and employee Non-Disclosure Agreements.

This notice is issued by the Department of Health and Human Services (HHS), Health Resources and Services Administration (HRSA) for market research purposes. The government is seeking information on the availability and capability of qualified small businesses to provide non-personal Laundry Services for the National Hansen's Disease Program (NHDP) site in Baton Rouge, Louisiana. This is NOT a solicitation for proposals, and no contract award is guaranteed.

• The primary requirement is for non-personal Laundry Services for the NHDP site.

• The NAICS Code for this requirement is 812332 - Industrial Launderers, with a size standard of $47.0 million.

• Not applicable, as this is a sources sought notice, not a solicitation.

• Interested small businesses should submit capability statements demonstrating experience in providing non-personal laundry services.

• Responses are due by March 24, 2026, 10:00 AM EST.

• Responses must be in Microsoft Word or PDF format, 8.5x11 inches, 1" margins, Times New Roman, 12pt font, single-spaced, and not exceed 5 pages (excluding a cover page).

• A cover page must include specific business information (DUNS, Company Name, Address, POC, etc.) and validation of small business status under the specified NAICS code.

• No marketing literature should be submitted.

• This notice is specifically seeking responses from small businesses, including those under 8(a), SDVOSB, HUBZone, SDB, VOSB, and WOSB categories.

• Vendors must be able to recertify their small business size status at the time of a potential proposal submission.

• No reimbursement will be made for costs associated with responding.

• Respondents will not be notified of the results of the capability assessment.

• The government reserves the right to use submitted information in any resultant solicitation.

• Teaming arrangements must be clearly indicated, and potential conflicts of interest must be identified and discussed.
