Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for order fulfillment services for the U.S. Government Publishing Office (GPO) Government Distribution Services (GDS), in coordination with multiple federal agencies.

The contractor shall provide a comprehensive range of services, including but not limited to:

The contractor will utilize Government Furnished Equipment (GFE), including Material Handling Equipment (MHE) and automation tools/software systems.

• The contract period of performance is one (1) base year plus four (4) option years.

• Services will primarily be performed at the U.S. Government Publishing Office (USGPO) located at 8660 Cherry Lane, Suite #32, Buildings A, B, C, and D, Laurel, MD 20707. Additional facilities may be designated by the Government.

• Inventory accuracy must be maintained at a minimum of 98%.

• Specific production rates are outlined for Order Fulfillment Specialists, including 15 orders per hour for small orders, 10 orders per hour for large orders, and 13 orders per hour for blended order sizes.

• All services must be provided in English and supported through multiple communication channels (phone, email, written correspondence).

• The contractor must observe all federal holidays.

• Contractor personnel must clearly identify themselves as non-Government employees and wear Government-approved identification badges.

• Key Personnel must be available within specific timeframes.

• The contractor must adhere to GPO security regulations, including obtaining and maintaining GPO-issued Access Identification (ID) Badges.

• The contractor must implement and maintain a Safety and Occupational Health (SOH) program.

• The contractor shall participate in preparedness exercises, emergency notification drills, and COOP exercises as directed.

• A Transition Plan must be developed and submitted, outlining actions, procedures, and resources for a smooth transition.

• The contractor is responsible for all training-related costs not allowable within GPO governing guidance.

• The contractor must maintain custody and care of all Government-furnished property and mission stock.

• A Quality Control Plan (QCP) must be implemented to identify deficiencies and conduct root cause analysis.

Questions & Answers / Clarifications

• Wage Determination: The applicable Service Contract Act Wage Determination (WD #: 2015-4281) is attached to the solicitation amendment.
• Transition Period: A 60-90 day transition period is anticipated to facilitate knowledge transfer and incumbent interviews.
• Proposal Page Limit: The 75-page limit for proposals is inclusive of all six volumes; title pages are excluded.
• Weekend Work: Historical data indicates less than 1% chance of weekend work occurring in the last five years.

• SF1442 Reference: The SF1442 was erroneously referenced; offerors must complete Blocks 12-18 on SF33 and Section B pricing.
• Network Analysis Schedule (NAS): Construction requirements are not applicable; disregard NAS for pricing and adhere to other instructions. The solicitation will be updated.
• Work Schedule: Two start times are available: 06:00-14:30 and 07:00-15:30, split for inbound and outbound operations.
• Key Personnel Titles: Correct titles are Project Manager, Project Analyst, and Junior Project Analyst. The solicitation will be amended.
• Government-Furnished Equipment: The Government will furnish all equipment and supplies.
• Key vs. Non-Key Personnel: Roles in SOW Section 1.8 are key roles. Refer to the Key Personnel clause in Section H.1.
• Deliverables: Suggested deliverables include Monthly Labor Cost & Burn Rate Report, Weekly Inventory Accuracy Audit, Order Fulfillment Performance Metrics (KPIs), and Data Integrity & Receipt Log Compliance.
• Warehouse Layout: The facility is a 104k sq ft distribution facility with rack storage, mix of bin and gravity flow racking, 3 inserter-sealers, and 1 high-speed labeling system.
• Inventory Accuracy: Minimum 98% inventory accuracy is required. Current baseline is 99.0%. Both annual and daily cycle counts are required (more than 5000 SKUs).
• Workload Peaks: A 20-40% increase in order fulfillment demand is expected from late August to late September.
• Order Fulfillment Errors: Order fulfillment has the highest frequency of errors, mis-selection, and failed methods.
• Systems: DOTS and Mainframe are current inventory systems; Synergy is reporting; DOTS and ROPS are WMS. A WMS conversion is planned for FY26 or FY27.
• MHE: Multiple forklifts, pallet jacks, pallet lifters, wrappers, and a baler are available. Three high-speed folder inserters and a heavy-duty printer are also available.
• Staffing: Incumbent staffing includes Administrative Assist, Material Coord, Mail Clerk, Material Labor, Lead, Proj Analy, and Program Mgr.
• Customer Growth: Anticipate an annual increase of two customers/agencies and a 2-5% workload increase yearly.
• Error Targets: A single blended metric for error/rejection rate across operations.
• Primary Causes of Errors: Mispicks and documentation errors.
• Order Fulfillment Issues: Failure to follow order fulfillment methods is a typical issue.
• Returns/Disposals: Returns are received, inspected, and evaluated. Obsolete items are segregated for disposal via pulping/shredding. Disposal decisions remain with the Government.
• Restricted Zones: The PII sensitive area is restricted to those with badge access.
• Incumbent Staff: No restrictions on retaining or hiring incumbent staff.
• Website Services: GPO IT handles all website design, development, maintenance, and ongoing technical support. Offerors should clarify intended labor categories or propose appropriate ones.
• Print Services: 20 jobs per quarter, 8-10 million copies total, all re-prints. No design required.
• Overtime: Surge OT is expected once or twice a year. Contractors could amass up to 750 total hours of OT each year. Separate overtime rates are required.
• Work Hours: Two start times: 06:00-14:30 and 07:00-15:30.
• Warehouse Manager: This role is the same as Project Manager and will be reflected in an amendment.
• Labor Categories: Positions should be mapped to defined key and non-key personnel labor categories.
• Inventory Accuracy Rate: FY24-97.6%, FY25-99.0%, FY26-99.2%.
• Key Personnel Titles: Official titles are Project Manager, Project Analyst, and Junior Project Analyst.
• Mailroom Equipment Operator: DOL Category is 21040 – Material Expediter.
• SOH Representative: Not a singular role; any FTE can dually support SOH requirements.
• Transition Plan: Required post-award.
• Print Inspection: Requirements will be covered in operating SOPs.
• Folder Inserter Operator: Part of Mailroom Equipment Operators.
• Postal Compliance: Will be discussed post-award; USPS guidelines must be followed.
• Postage Meter Auditing: Start/End meter monitoring; documentation of all events each month.
• Address Validation: Government provides a system for validation; operator will complete the task.
• Mail Production: Over 2.3M letters mailed annually; 11K per day peak. Monthly letter distribution 250k-475k. Folder/inserter utilization under 40%.
• Order Fulfillment: Orders - 94.3K; Lines - 456.8K; Item Count 2.5M. No OT reported in the last two years.
• Print Turnaround: One to ten business days is standard, varies by agency.

• SAM Registration: Active and up-to-date SAM registration satisfies requirements; fill-in provisions must be submitted in Volume 1.
