Opportunity Details
This is a Personal Services Contract for a U.S. citizen to provide expert law enforcement advice. The contract has a 12-month base period with four optional one-year extensions. No set-aside is designated for this opportunity.
Key Responsibilities
The Law Enforcement Advisor will:
- Assist in developing and assessing criminal justice and law enforcement programs.
- Provide policy analysis and program guidance to INL staff and other DOS offices.
- Serve as a subject matter expert in areas like cybercrime, transnational criminal organizations, financial crimes, and criminal intelligence.
- Participate in senior-level meetings and represent DoS/INL at international forums.
- Oversee assigned geographic regions and support program management (COR/GOR).
Qualifications & Evaluation
Minimum Qualifications:
- U.S. citizenship with ability to obtain Secret (potentially Top Secret) clearance.
- Bachelor's degree + 15 years, or Master's degree + 10 years, as a sworn civilian law enforcement officer (Lieutenant or higher) in an organization of at least 250 personnel.
- Minimum two years' experience in complex criminal investigations (e.g., financial crimes, narcotics, cybercrime).
- Minimum four years' experience recommending law enforcement institutional improvements.
- Demonstrated ability to engage high-level officials.
Evaluation Criteria (70 points total):
- Factor 1 (20 pts): Experience in complex criminal investigations.
- Factor 2 (20 pts): Ability to identify and address law enforcement institutional gaps.
- Factor 3 (15 pts): Ability to identify underlying causes of underperformance in units/teams.
- Factor 4 (15 pts): Ability to communicate complex law enforcement content to civilian audiences. Interviews account for 30 points, and professional references are Pass/Fail.
