Scope of Work
The advisor will manage the day-to-day implementation, execution, and oversight of INL Moldova’s law enforcement and border security programs, aligning with INL strategic priorities and U.S. security goals. Key duties include:
- Providing analysis and advice on border security and law enforcement projects.
- Strengthening, monitoring, and evaluating INL’s border security and internal security programs.
- Enhancing border security training, including curriculum development and delivering training.
- Developing border security-related infrastructure projects.
- Drafting and reviewing technical and programmatic documents, reports, and briefings.
- Establishing and maintaining collaborative relationships with Moldovan officials and international partners.
- Assessing, monitoring, and evaluating projects through frequent travel within Moldova.
- Potentially serving as a back-up to the INL/Chisinau Director.

Key Requirements
Applicants must be U.S. citizens eligible for a Secret (potentially Top Secret) security clearance. Minimum qualifications include:
- Bachelor's degree + 7 years of border security experience (managing projects with DHS/US border agencies/international co-funders) OR Master's degree + 5 years similar experience.
- 3 years of program management, organizational development, or strategic development experience in foreign border security reform programs.
- Demonstrated experience in budget preparation, procurement, project implementation, oversight, and evaluation.
- Experience developing/managing U.S. government grants, projects, or cooperative agreements.
- Knowledge of communications and surveillance equipment for border security.
- Experience coordinating trainings/meetings with foreign counterparts and drafting analytical documents.
