Purpose and Scope
The selected Coordinator will fill a new position within the INL section of Embassy Belgrade. The primary purpose is to manage, coordinate, and supervise all phases of INL law enforcement and criminal deterrence programs in Serbia, aiming to disrupt transnational organized crime and drug trafficking. Key responsibilities include:
- Providing policy analysis and program guidance to INL, Embassy Belgrade, and other USG entities.
- Managing and supervising INL programs, including monitoring, evaluation, and supervision of local staff and contractors.
- Monitoring program and administrative budgets.
- Implementing programs through training, mentoring, and technical assistance to criminal justice officials.
- Ensuring compliance with INL program management policies.
- Establishing and maintaining relationships with Serbian criminal justice sector officials and international donors.
- Advising Embassy leadership on policy and legislative developments impacting the criminal justice sector.
Contract Details
- Contract Type: Personal Services Contract (PSC)
- Location: U.S. Embassy Belgrade, Serbia (with frequent local and occasional regional/U.S. travel)
- Salary Level: FS-02 equivalent, ranging from $102,409 to $150,391 (equivalent to GS-14). Final compensation will be negotiated based on qualifications.
- Period of Performance: Twelve (12) months from the date of award, with four (4) optional one-year extensions.
- Set-Aside: Not applicable (this is an individual PSC for U.S. citizens).

Minimum Qualifications
Applicants must be U.S. citizens with the ability to obtain and maintain a Department of State Secret level security clearance (Top Secret may be required), medical clearance, and ethics clearance. Required qualifications include:
- A Bachelor's degree from an accredited institution.
- Demonstrated ability to work effectively with an interpreter.
- A minimum of seven (7) years of professional experience in U.S. foreign assistance or the criminal justice sector.
- Broad familiarity with the criminal justice sector or program management practices.
- A minimum of two (2) years of successful supervisory and leadership experience in a multicultural environment.
- Demonstrated experience in administration and management, including budget preparation, procurement, and project oversight.

- A complete resume detailing paid/non-paid experience, job titles, locations, dates, hours, specific duties, supervisor contacts, education, and citizenship.

Evaluation factors are weighted as follows: Knowledge and Experience (35 points), Leadership and Management (20 points), and Coordination (15 points). An interview accounts for 30 points, and professional reference checks are pass/fail.
