Statement of Work (SOW) / Performance Work Statement (PWS)

This document describes the requirements for upfitting up to four (4) 2025 GMC Yukon XL AT4 Ultimate SUVs for the ICE OB3 OD SEC UNMARKED TRANSPORT SUV FY2026 program.

• Procure and install all required resources, supplies, and equipment to produce fully functional vehicles capable of supporting covert law enforcement operations.

• Modifications must meet all applicable DOT and FMVSS safety standards.

• Ensure all conversions and modifications conform to the OEM's Modifier/Upfitter Guide and subcomponent vendor requirements.

• Install a complete all LED emergency lighting system with siren and PA, including siren speaker, front, side, and rear lights.

• Install a console siren/light controller with programmable features, hand-held controller/microphone, and PA volume adjust.

• Provide a radio prep package including power, ground, and wiring for radios and control heads.

• Install one (1) secure weapon storage solution in the rear cargo area of each SUV.

• Install one (1) 2.5lb Dry Chemical fire extinguisher in the rear cargo area of each SUV.

• Ensure all DC wiring is in accordance with SAE J1292, using stranded copper conductors, routed in flexible loom or conduit, and secured to prevent snags.

• Provide and install conspicuity markings.

• Vehicles must meet all applicable DOT and FMVSS safety standards after modification.

• All equipment must be functionally tested and verified to operate in accordance with manufacturer's operating instructions.

• Vehicles must pass a road test (minimum 10 miles) and an idle test (minimum 1 hour).

• A 3-year/36,000-mile warranty is required.

• The upfitting work shall be executed at a single location to ensure uniform installation processes.

• Base vehicles will be shipped from the OEM to the place of performance.

• Motor vehicle transport services are required to deliver vehicles to specific locations in New Orleans, LA, and Washington, DC.

• Contractors must identify any exceptions to the specification in writing.

• Contractors proposing "or equal" items must furnish technical data for determination.

• Government will provide VIN label and Monroney label prior to prebuild design review.

• Contractor shall provide upfitter process-build documents, wiring diagrams, and job order prior to upfitting.

• Contractor shall provide exterior pictures, NTEA Ultramod worksheet, weight ticket, payload reduction sticker, and manuals upon completion.

• Technicians must be certified in the Electrical/Electronic System discipline by American Services Excellence (ASE).

• All manuals (Operator's, Preventive Maintenance, Service, Parts, Electrical Schematics) must be provided in electronic format and be cross-indexed.

• Vehicles will undergo testing, inspection, and acceptance by the Government.

• Completed vehicles will be weighed to determine curb weight and payload capacity.

• A first order (FO) vehicle may be requested for verification before full production.
