Scope of Work
The effort involves procuring and installing all necessary resources, supplies, and equipment to produce fully functional covert law enforcement vehicles. Key tasks include:
- Installation of a complete all-LED emergency lighting system with siren and PA.
- Integration of a console siren/light controller with programmable features.
- Provision of a radio prep package (power, ground, wiring).
- Installation of one (1) secure weapon storage solution and one (1) 2.5lb Dry Chemical fire extinguisher in each SUV's rear cargo area.
- Ensuring all modifications meet DOT, FMVSS safety standards, and OEM's Modifier/Upfitter Guide.
- Providing and installing conspicuity markings.

Performance Requirements
Vehicles must pass functional testing, a 10-mile road test, and a 1-hour idle test. A 3-year/36,000-mile warranty is required. All DC wiring must conform to SAE J1292.
Special Requirements
Contractors must identify any exceptions to specifications and furnish technical data for "or equal" items. Required documentation includes upfitter process-build documents, wiring diagrams, job orders, exterior pictures, NTEA Ultramod worksheet, weight tickets, payload reduction stickers, and manuals. Technicians must be ASE certified in Electrical/Electronic System discipline. All manuals must be provided in electronic, cross-indexed format. A first order (FO) vehicle may be requested for verification. The upfitting work shall be executed at a single location, with motor vehicle transport services required for delivery to New Orleans, LA, and Washington, DC.
