Scope of Work
The contractor will provide comprehensive lawn care and grounds maintenance services to keep the facilities in a neat and clean condition. Key tasks include:
- Turf Management: Weekly mowing (growing season), bi-weekly (off-peak), string trimming, and maintaining turf height. Clippings must be swept/blown from paved areas.
- Litter and Weed Control: Maintaining planting beds and hard surfaces weed-free, using hand weeding or chemical control. Licensed applicators are required for herbicides/fertilizers. All litter and organic debris must be disposed of off-site.
- Fence Line Maintenance: Maintaining a twelve-inch clearance on both sides of maintained fencing.
- Irrigation Management: Activation, deactivation, clock adjustments, and visual monitoring of irrigation systems.
- Seasonal Cleanups: Spring cleanup (branch/stick collection, litter removal, mulch cultivation, leaf cleanup, cutting back ornamentals) and Fall cleanup (ongoing litter and leaf removal).
- Natural Areas: Brush hogging or string trimming to prevent encroachment. A map for "Area C" will be provided.
- Flower Planting: Purchasing and planting flowers twice a year in designated areas, with variety dependent on seasons (bulb flowers accepted).

Evaluation & Submission

Offerors must submit quotations electronically to monte.jordan@usda.gov, completing Attachment 3 (Price Schedule) for all CLINs. Offerors must be registered in SAM and acknowledge amendments. A Site Safety Specific Plan/Accident Prevention Plan is required within 7 days of award. Compliance with Wage Determination 2015-5157 is mandatory. No on-site storage is available for the contractor.
