Scope of Work

The core service involves transporting materials and equipment from the South Dakota Steel Storage and Warehouse Services location at 1313 E. Saint Patrick St., Rapid City, SD, to the Ross Complex at SURF, 100 Ross Street, Lead, SD. Materials include prefabricated structural steel, metal sheets, insulation, fasteners, electrical and cryogenic components, cabling, and other support supplies. Estimated delivery frequency is 4 trucks per day, scaling down as installation progresses. Drivers must have appropriate training, licensing, and endorsements per DOT guidelines, and adhere to PPE requirements outlined in Section E.1 of the Statement of Work. While 53ft trailers can fit, 48ft trailers are preferred due to site congestion. Step decks/double dropdeck trailers should be used to prevent "out-of-gauge" and "overweight" shipments. The contractor is responsible for packaging and marking materials to prevent damage.

Contract Details

This is a Solicitation (RFP) for Motor Freight (V112) services. The subcontract is issued under Prime Contract No. DE-AC02-07CH11359 between the U.S. Government (DOE) and Fermi Research Alliance, LLC (FRA). The contract's Base Year is from December 01, 2024, to November 30, 2025, with the potential for four option years, extending through November 30, 2029. Award is projected for December 01, 2024, with transport activity commencing around March 2025. Pricing will be Firm Fixed Price, and bidders must utilize the provided J-3 Price Sheet R2. Proposals will be evaluated based on technical merit, cost, and other factors, with the intent to award to the most advantageous responsible offeror. A Joint Venture (JV) must be established at the time of bid, possessing the required experience and EMR rating.
