Quick Summary
The U.S. Army Corps of Engineers (USACE) Kansas City District (NWK) intends to award a Firm-Fixed-Price, Design-Bid-Build construction contract for the LCAAP Contaminated Waste Plant Construction at the Lake City Army Ammunition Plant (LCAAP) in Independence, MO. This project involves constructing a new Contaminated Waste Plant (CWP) and renovating three existing buildings. The estimated magnitude is between $100,000,000 and $150,000,000. This is an Unrestricted/Full and Open competitive acquisition, open to both small and large businesses.
Scope of Work
This requirement entails the construction of a new stand-alone Contaminated Waste Plant (CWP) building designed for the decontamination of ammunition production equipment contaminated with propellant, explosives, and pyrotechnic compounds. The new facility will include liquid (wet-kill) decontamination bays, a decontamination verification car-bottom oven, waste collection/treatment/neutralization provisions, staging areas, and support offices.
Additionally, the project includes the renovation and modernization of Building 160, the complete replacement of Building 161, and the replacement of the contaminated waste system lift station in Building 160C. Buildings 160 and 161 will retain their essential waste treatment processes but will receive targeted process and infrastructure equipment replacements. The new lift station in Building 160C will feature vertically mounted progressive cavity pumps and an upgraded, larger volume double-contained wet well. The project also anticipates potential remediation and disposal of contaminated soil in accordance with Missouri DNR standards.
