Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Department of the Navy, specifically NSWC PHILADELPHIA DIV, is soliciting proposals for the design and fabrication of six (6) storage/shipping containers for LCS-2 variant LM2500 removal rails. This procurement also requires updating professional drawings for a prototype container. The containers must protect the rails from shipping damage and inclement weather. This is an Unrestricted acquisition. Proposals are due June 1, 2026, at 03:00 PM Local Time.
Scope of Work
This opportunity requires the contractor to:
- Design and fabricate six (6) LCS LM2500 LCS-2 variant removal rail storage/shipping containers.
- Update professional drawings for the prototype container.
- Containers must be approximately 25' x 4.5' x 4' to fit existing removal rails.
- Key features include forklift movability (4" risers), stackability (4 crates minimum, supporting 7,500 lbs), a resealable, waterproof lid with secure latching, water and corrosion-resistant exterior, body-mounted fixtures for crane lifting, reinforced horizontal crossbars and lid welding, reinforced vertical supports, four sets of lid handles, and a label plate with a document pocket.
- Five additional containers are to be delivered after prototype approval.
Technical Specifications & Deliverables
Detailed engineering drawings and a Bill of Materials (BOM) are provided, outlining specific dimensions, material specifications (e.g., aluminum alloys like 6061-T6), tolerances, welding procedures (AWS D1.2), and painting/stenciling requirements. Bidders must review these to accurately estimate costs and ensure compliance.
Required data deliverables (CDRLs) include:
- CDRL A001: Contract Status Report - Monthly submission, tied to i-RAPT invoice submissions, in digital format (Microsoft Office 2010 or Adobe PDF).
- CDRL A002: Developmental Design Drawings - Professional drawings of the LM2500 LCS removal rail container, submitted within six months of contract award, in digital format.
