Performance Work Statement (PWS)

To provide non-personal services for a fuel barge and tug to support the USNS LUCY STONE (T-AO 209) (LCY) with loading, transit, and delivery of marine fuel.

• Provide a fuel barge and tug (if necessary) capable of loading, transporting, and delivering 400,000 gallons of Diesel Fuel Marine (DFM F-76).

• Transport fuel from the Department of Defense Fuel Support Point (DFSP) Point Loma, CA to the LCY at Pier 1, Naval Base San Diego, CA (NBSD).

• Minimum pump rate of 3,000 Gallons Per Minute (GPM).

• Contractor will provide qualified personnel, equipment, and services.

• Contractor will designate a Person In Charge of the fuel barge operations.

• Dates: April 1, 2026 – April 2, 2026.

• Location: DFSP Point Loma, CA to LCY at Pier 1, Naval Base San Diego, CA.

• Fuel delivery of 400,000 gals of DFM.

• Discharge completed one hour before sunset local time.

• Minimum pump rate of 3,000 GPM.

• Contractor's vessel cargo tanks must be compatible with DFM F-76, adhering to MIL-STD-3004-1 and Energy Institute HM 50 guidelines.

• Tanks must be clean, gas-free, and certified by a Certified Marine Chemist prior to inspection.

• Specific requirements for heating coils, internal coatings, and Certificates of Quality (COQ) for the last three cargoes.

• Benzene level limits for tank entry.

• Contractor must provide loading plans for the last three cargoes upon request.

• Contractor must confirm vessel's ability to take samples from all tank levels.

• Firm Fixed Price contract.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal services for a fuel barge to support the USNS LUCY STONE (T-AO 209) (LCY) by loading, transporting, and delivering marine and aviation fuels.

• Provide a fuel barge and tug (if necessary) capable of transporting marine and aviation fuels.

• Load Diesel Fuel Marine (DFM F-76) and Jet Propellant 5 (JP-5) fuels at the Department of Defense Fuel Support Point (DFSP) Point Loma, CA.

• Transport and deliver 900,000 gallons of DFM and 500,000 gallons of JP-5 to the LCY at Pier 1, Naval Base San Diego, CA (NBSD).

• Deliver fuel at a minimum pump rate of 3,000 Gallons Per Minute (GPM).

• Provide qualified personnel, equipment, and materials for transit, onload, and delivery.

• Designate a Person In Charge for overall fuel barge operations.

• Period of Performance: March 12, 2026 – March 19, 2026.

• Specific dates for mobilization, loading, delivery, and return are detailed.

• Place of Performance: DFSP Point Loma, CA to LCY at Pier 1, Naval Base San Diego, CA.

• Contractor must ensure cargo tanks are compatible with intended cargo, referencing MIL-STD-3004-1 and Energy Institute HM 50.

• Fuel barge tank inspection may be conducted by a government Quality Assurance Representative (QAR).

• Tanks must be clean, gas-free, and certified by a Certified Marine Chemist if required.

• Owner/Offeror must provide Certificates of Quality (COQ) for the last three cargoes, with specific testing requirements for Naphtha, Gasoline, and Fatty Acid Methyl Esters (FAME).

• Loading plans for the last three cargoes may be requested.

• Vessel must be able to take samples from all tank levels.

• Owner/Offeror must provide cargo type and description for any cargo carried after contract award prior to loading LCY fuel.

Solicitation / RFP / RFQ

This solicitation is for Fuel Barge services, including a tug if necessary, to deliver fuel from the Defense Fuel Supply Point (DFSP) Point Loma, CA to the USNS Lucy Stone at Pier 1, Naval Base San Diego, CA (NBSD).

• Provision of fuel barge services with a tug, if required.

• Delivery of fuel from DFSP Point Loma, CA to USNS Lucy Stone at Pier 1, Naval Base San Diego, CA.

• Vessel must be capable of taking upper, middle, lower, bottom, and all-level samples of the cargo, including Remaining On Board (ROB) and Onboard Quantity (OBQ) material, without contamination.

• Vessel cargo tanks must be compatible with the fuel to be carried. Coal tar coating or any other incompatible coating will result in an unacceptable technical rating.

• If vessel cargo tanks have heating coils, they must have been pressure tested within the last 12 months with a "pass" result.

• Specific requirements for Certificates of Quality (COQ) for the last three cargos, including detailed testing for Naphtha/Condensates, Gasoline, and Fatty Acid Methyl Esters (FAME).

• Pricing Arrangement: Firm Fixed Price.

• Period of Performance: March 12, 2026, to March 19, 2026.

• Offerors must submit a fully completed SF 1449 with a price quote utilizing CLIN 0001.

• Technical submission requirements include details on pressure testing of heating coils, vessel coating type, and COQs.

• Quotes are due by Wednesday, March 04, 2026, at 3:00 PM Eastern Time.

• Award will be made to the quoter with the lowest total evaluated price quote that meets technical acceptability standards using a Lowest Price, Technically Acceptable (LPTA) process.

• Price will be evaluated for reasonableness.

• Technical factors will be evaluated on an acceptable/unacceptable basis.

• The acquisition is UNRESTRICTED.
