Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing HVAC Preventative Maintenance Services at the Land Dominance Center, Fort Stewart, Georgia.

• The contractor shall provide all personnel, equipment, tools, materials, and supervision necessary for HVAC maintenance services.

• Equipment to be maintained is listed in Technical Exhibit 1.

• Services include annual preventative maintenance tasks for various HVAC systems, including:

  • Split System HVAC Units (Indoor and Outdoor)
  • Mini-Split and VRF Systems (Indoor and Outdoor)
  • Make-Up Air and Exhaust Systems (Airflow, Fans, Motors, Ventilation Components)
  • Walk-In Coolers and Freezers (Structure, Airside, Condenser, Refrigeration, Electrical, Controls)

• Tasks include inspections, cleaning, filter replacement, lubrication, testing, and performance evaluation.

• The contractor is also responsible for HVAC Asset Management, including tagging and labeling units.

• Performance monitoring and trend tracking are required.

• The Government will evaluate performance based on the Quality Assurance Surveillance Plan (QASP).

• Performance Objectives include Preventative Maintenance (5.1), and others detailed in the Performance Requirements Summary (PRS).

• Performance Standards are based on ANSI/ASHRAE/ACCA Standard 180.

• Acceptable Quality Levels (AQL) are 100%.

• Surveillance will be conducted by the Contracting Officer Representative (COR).

• The PWS is for services at the Land Dominance Center, Fort Stewart, Georgia.

• Contractor employees must comply with all installation access and security requirements, including background checks and specific training (AT Level 1, iWATCH, OPSEC).

• Contractor employees must carry proper identification and adhere to installation regulations.

• The contractor shall designate a Contract Manager (CM) with full authority.

• Contractor employees must identify themselves as such and wear identification badges.

• The contractor must provide required filters, testing equipment, gauges, and special tools.

• The contractor shall not perform work that voids warranties on newly installed or replaced equipment.

• Reporting requirements include service reports within five business days of each visit.

• No storage facilities are provided by the Government.

• Additional facilities may be added via contract modification.
