Quick Summary

The Department of the Army is soliciting proposals for the replacement of HVAC systems in 21 buildings (19 Barracks and 2 Latrines) at the Land Dominance Center, Fort Stewart, GA. This is a Total Small Business Set-Aside opportunity. The project involves comprehensive demolition of existing systems and installation of new, energy-efficient HVAC units. Proposals are due April 9, 2026, at 9:00 AM Local Time.

Scope of Work

The project requires the demolition of existing HVAC components, including condensers, air handlers, natural gas furnaces, ductwork, line-sets, insulation, electrical disconnects, plenum boxes, and thermostats. New installations for 19 Barrack Buildings include 5-ton condenser units, air-handling units, and natural gas furnaces (120,000 BTUH input, 80% efficiency). This also covers new line-sets, insulation, natural gas piping, PVC sleeves, metal stud framing, drywall, plenum boxes, and electrical disconnects. Existing ductwork will be reused and re-insulated. For the 2 Latrine Buildings, new 5-ton condenser units, air-handling units, and natural gas furnaces will be installed, along with new line-sets, insulation, natural gas piping, PVC sleeves, electrical disconnects, and thermostats. Existing vents, plenum boxes, and condensate drain piping may be reused. General requirements include replacing all return air and outside air filters in all 21 buildings, and replacing fire alarm batteries and reprogramming Fire Alarm Control Panels in the 19 Barrack Buildings.

Performance Standards

New HVAC equipment must meet manufacturer's requirements, including a 14 SEER or higher rating for AC units and 80% efficiency for natural gas furnaces. Equipment should be set up for twinning operation. Insulation must be 3" foil wrap for ductwork and 1" unicellular for refrigerant lines. All work must comply with industry standards such as SMACNA, National Electrical Code, International Building Code, and National Plumbing Code. A 1-year warranty for materials and workmanship and a 5-year warranty on compressors are required.

Contract & Timeline

This is a Solicitation for a firm-fixed-price contract (implied). The Period of Performance is 130 calendar days after the notice to proceed. Work hours are Monday through Friday, 7:30 AM to 4:00 PM, excluding state holidays, with a maximum of three buildings worked on concurrently. Proposals are due April 9, 2026, at 9:00 AM Local Time. A site visit was conducted on April 3, 2026.

Submission & Evaluation

Proposals must be submitted via email to the designated points of contact, including a completed and signed SF 1449, a Technical Proposal, and Past Performance submitted in separate volumes. Evaluation will be based on a best value source selection, considering Technical (Quicker Installation, Lower Price, Superior Equipment Specifications, Superior HVAC Experience), Past Performance, and Price.
