This is a combined synopsis/solicitation for Law Enforcement Vehicle Upfitting & Decommissioning services for the Bureau of Land Management (BLM), Montana State Office. The acquisition is being conducted using simplified acquisition procedures (FAR Part 13) and is a Request for Quote (RFQ) for commercial items.

• Quantity: 3 Law Enforcement (LE) Vehicles for Upfitting and 3 LE Vehicles for Decommissioning.

• Product/Service Code: N042 (INSTALLATION OF EQUIPMENT- FIRE FIGHTING/RESCUE/SAFETY EQUIPMENT; ENVIRON PROTECT EQUIPMENT/MATLS).

• Period of Performance: May 26, 2026, to September 30, 2026.

• Delivery: September 30, 2026.

• Contract Type: Firm Fixed Priced (FFP), Single Award Purchase Order.

• NAICS Code: 811114 Specialized Automotive Repair, with a small business size standard of $9.0M.

• Quote Due Date: May 5, 2026, at 1700 Local Mountain Time (MD).

• Submission Method: Quotes must be submitted via email to emmaline_padeken@ios.doi.gov.

• Quote Package Requirements: Must include SF-1449 (completed and signed), Schedule of Items (quoted), Past Performance Questionnaire, and acknowledgement of any amendments.

• Evaluation Criteria: Award will be made to the responsible offeror whose quotation is determined to be the best value to the Government, considering Price and Past Performance.

• Set-Aside: This acquisition is a 100% Total Small Business Set-Aside.

• SAM Registration: All offerors must have an active registration in the System for Award Management (SAM) at www.sam.gov to be eligible for award. Annual Representations and Certifications must be current.

• Offerors are responsible for checking SAM for amendments. All questions must be submitted in writing via email no later than seven (7) calendar days prior to closing.

• The Government is not responsible for missing quotes, including those routed to spam or faxes that do not print.

Statement of Work (SOW)

The Bureau of Land Management (BLM), North Central Montana District Office requires the installation of law enforcement equipment in three new patrol vehicles and the decommissioning of three retired law enforcement vehicles.

New Vehicle Upfitting:

• Complete emergency vehicle upfitting for one 2025 Ford F-150 Police Responder and two 2026 Ford F-150 Police Responders.
• Installation of all necessary emergency equipment and law enforcement decals.
• Provision and installation of a complete front bumper replacement (BLM approval required prior to ordering).
• Installation of specific equipment including headlights, taillight flashers, Whelen Cencom Core or similar, spotlight, LED light bar, Havis center console, cup holder, laptop mount, charge guard, side mount arm rest, siren speaker, dash mounted radar unit, various LED red and blue lights (grill, tailgate, perimeter, intersection), and a light and siren controller.
• Installation of two electronic Blackrack gunlocks with a momentary timer disengagement switch and three plunger-type buttons for unlocking.
• Wiring and installation of all provided equipment.

Retired Vehicle Decommissioning:

• Removal of law enforcement equipment, electronics, and graphics from three retired vehicles (two 2021 RAM 2500s and one 2020 Chevy Tahoe).

• Sealing of antenna holes to ensure a water-tight seal.

• Removal of aftermarket emergency equipment.

• Prisoner cages and equipment consoles to be left in the trucks.

• LED lights from quarter panels are to be removed; installation holes can remain.

• Lights mounted to the aftermarket bumper are to be left on the vehicle and do not need to be functional.

• The BLM will deliver and pick up the vehicles.

• The vendor must be located within 300 miles of Lewistown, MT.

• Delivery of the two 2026 Ford F-150 Police Responders is anticipated in June 2026.

• Work must meet Montana state specifications for emergency vehicles.

• Vendor must provide front bumper replacement options for BLM approval before procurement.

• Vendor must provide specific listed equipment; BLM will provide Motorola radios and law enforcement decal packages.

• Vendor must provide wiring accessories (connectors, shrink wrap, fuses, wire protectors, zip ties, plunger switches, etc.).
