NASA/NSSC is seeking to issue a sole source contract for a 5-year Blanket Purchase Agreement (BPA) to immerse NASA GS-15 personnel into an industry-leading aerospace company via the "Leadership Experience Program" (LEP). The government intends to acquire commercial items or services under FAR Part 12. The procuring center is NASA/NSSC, and performance will be at NASA/ Kennedy Space Center (KSC).

Statement of Work (SOW)

To procure external employee training sessions for NASA Senior Leaders through a 5-year Blanket Purchase Agreement (BPA). The "Leadership Experience Program" (LEP) aims to immerse GS-15 personnel into an industry-leading aerospace company to foster a stronger understanding of industry operations within Federal space procurements, including private-sector incentives and challenges.

• The contractor will provide 2-week industry immersion training courses (flexible to extend to 2.5 or 3 weeks) for 1-4 NASA Senior Leaders per year.

• Deliverables include providing badging and computer access, onboarding/offboarding meetings, a Technical Approach document with a draft agenda, and a clear breakdown of Cost Per Person.

• Participants will gain understanding of contractor business conduct, management approach, structure, interfaces, operations planning, and observe production firsthand (hardware assembly, integration, processing, testing, schedule/risk management, resource allocation).

• The program will focus on understanding how commercial approaches have benefited NASA, strengths/pain points of key NASA science missions and Human Landing Systems (HLS), and how next-generation vehicles support interplanetary goals.

• The primary metric for success and effectiveness will be post-immersion Participant Surveys.

• The contract is a 5-year BPA, with individual immersion sessions nominally lasting two weeks, extendable to 2.5 or 3 weeks.

• BPA Period of Performance: August 2026 - August 2031 (with option years).

• Place of Performance: On-site at the contractor's facilities, expected to be an integration and production center or equivalent partner facilities. Participants may also have opportunities to travel to facilities with upcoming launches.

• Contract Qualifications: Eligible partners must operate within the aerospace and aviation sector, operate at a large, highly technical scale, contribute to major technological innovation, work significantly with government/defense/commercial customers, and focus on the future of flight and space.

• AI Requirements: Contractors must disclose the use of AI technologies during contract performance and adhere to additional requirements when acquiring covered AI systems or services as defined by OMB memo M-25-22.
