Scope of Work

The facility will serve as a CBOC, requiring adherence to detailed design narratives (Exhibit B3, B4) and agency-specific requirements (Exhibit B1) covering architectural, mechanical, electrical, plumbing, and telecommunications systems. Key requirements include 24/7 HVAC, medical-grade temperature/humidity control, compatible camera and physical access control systems, and patient lift systems. The Lessor will be responsible for janitorial services (Exhibit B2), pest control, and general building maintenance. The facility must be in "like new" condition prior to VA occupancy.
Contract Details
- Opportunity Type: Solicitation (Request for Lease Proposal - RLP)
- Lease Term: 20 Years, with a 10-Year Firm Term. Government termination rights remain after the firm term with 180 days' notice.
- Lease Commencement: On or about June 1, 2027.
- Tenant Improvement (TI) Allowance: $450.00 per ABOA SF, with the understanding that costs may exceed this. Building Specific Amortized Capital (BSAC) for security improvements is included in the TI allowance.

- Set-Aside: Preference may be given to Service-disabled, Veteran-owned small businesses, followed by Veteran-owned small businesses, and then small businesses.
Submission & Evaluation
Proposals are due by February 27, 2026, 5:00 PM CST. Offers can be submitted via email to garry.alexander@va.gov or by mail/delivery service. Evaluation will be based on a best-value tradeoff process, where technical factors (Design, Qualifications/Past Performance, Operations & Maintenance, Socio-Economic Status) are significantly more important than price. Offerors must be registered in SAM.gov and complete various forms, including GSA Form 1364 (Proposal to Lease Space), GSA Form 1217 (Lessor's Annual Cost Statement), and forms related to fire protection, life safety, and seismic compliance. Compliance with FAR 52.204-24 regarding telecommunications equipment is also required.
