Lease & Installation of Heating, Ventilation and Air conditioning (HVAC) Equipment to Support Military Working Dog (MWD) Kennels

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide and maintain temporary heating, ventilation, and air conditioning (HVAC) equipment for Military Working Dog (MWD) kennels at Joint Base San Antonio-Lackland (JBSA-Lackland) to ensure a consistently comfortable environment with temperatures ranging between 45 – 85°F.

• Lease, install, operate, and maintain 12 commercial-grade, no less than 10-ton HVAC units on trailers (2 units per kennel).

• Provide 6 generators with a maximum of 70 decibels range to supply power.

• Furnish all equipment, labor, layouts, supervision, and "turnkey" operational hardware, including rodent-resistant indoor/outdoor flexible ductwork and electrical infrastructure.

• Provide generators maintenance/servicing, including fuel and refueling services.

• Enclose kennel roof gables to aid in maintaining temperatures.

• Conduct site surveys before and after work, and a mandatory site visit prior to any work.

• Document existing conditions with photographs (written authorization required for MWD kennels).

• Haul, remove equipment, and restore the site to its original condition.

• Provide a work plan narrative detailing the approach prior to installation.

• Remove and dispose of all debris daily and maintain a safe environment.

• Provide necessary dumpsters for refuse and cleanup.

• Maintain kennel temperatures between 45-85°F.

• 24-hour/7-days-per-week service capability.

• Emergency maintenance response time of no less than a 2-hour response time.

• 95% serviceability for HVAC equipment and generators.

• Preventative maintenance schedules for generators (daily, every 50, 250, 500, 2000 hours) and HVAC units (monthly, quarterly, yearly).

• The PWS is dated 01 April 2026.

• Locations: JBSA Lackland Buildings: 7634, 7638, 7640, 7642, 7599, 7600.

• Work to be performed during typical duty days (8:00 AM to 4:00 PM, Monday-Friday), excluding federal holidays, unless otherwise approved.

• Generators must be diesel-powered and fueled from double-walled aboveground storage tanks or placed in secondary containment.

• Utilize drip pans and/or containment during refueling.

• Spill kits and "No Smoking" signs required.

• Fuel tanks must have 5 feet of clear space on all sides.

• Grounding rods required for equipment.

• Temporary fencing and signage equipment required.

• Electrical wiring harnesses must be safely covered and not present a tripping hazard.

• Site topography is irregular and steep; contractor must provide appropriate support systems.

• No permanent structures or cosmetic damage to existing facilities.

• Contractor must coordinate with the PM for entry and any required outages.

• Personnel require base identification and vehicle passes; U.S. Citizen personnel only.

• Comply with OSHA, AFI 71-101, FPCON, RAMS, and local security requirements.

• Practice utilities conservation and maintain good conduct.

This notice is a Sources Sought to gather market information regarding the lease and installation of Heating, Ventilation, and Air Conditioning (HVAC) equipment to support Military Working Dog (MWD) kennels at Joint Base San Antonio-Lackland, Texas.
