Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a 750kW (Minimum) emergency diesel generator (EDG) to serve as part of an emergency power supply system (EPSS) for providing primary power and/or standby backup power at the Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF).

• Provide a rental EDG with a minimum power rating of 750kW and a brake horsepower rating less than 2,000.

• The EDG must meet specific electrical ratings (460VAC nominal, 3-phase, 60 Hz).

• The EDG must be capable of voltage adjustment and have an integral lockout means.

• The EDG must trip off-line due to reverse power conditions.

• Equipped with a main output circuit breaker capable of a minimum continuous current of 900 amperes.

• Output bus bars must accommodate specific cable types and sizes.

• Provide automatic notification for standard alarm, engine running, 'not in auto', and generator breaker closed status.

• Include local and remote electrical start features, with remote start contacts.

• Provide maintenance-free starting batteries, a float-type battery charger, and water jacket heater(s).

• Include a non-resettable hour meter.

• Integrated double wall UL 142 compliant fuel tank, sized for 16 hours of full-load run time, capable of refueling while the engine is operating.

• Battery powered control and indication for alarms, visual indication, and automatic shutdown.

• House all components within a NEMA 3R ISO enclosure with secondary containment.

• Perform maintenance prior to delivery, including new batteries, replacement of filters, hoses, belts, and oil/filter change.

• Conduct a load test of the EDG to a minimum of 80% of full load for one-hour.

• Expected run time of rented EDGs is less than 50 hours in a calendar year (excluding emergency run time).

• Automatic shutdown capability for specific failure conditions (failure to start, over-speed, low lubricating-oil pressure, high engine temperature, emergency stop).

• On-call (24/7) technical representative or mechanic for assistance.

• Repair or replacement of the EDG within 48 hours of determination.

• Period of Performance: 17 July 2026 – 21 August 2026

• Place of Performance: Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF).

• Compliance with referenced standards (40 CFR 63 Subpart ZZZZ, NFPA 70, NFPA 110, ASTM D-4176, ASTM D-2276).

• Provide Operation and Maintenance manual.

• Provide EPA off-road certification.

• Conduct one hour of on-site training for EDG connections, operation, and familiarization.

• Provide a 10-inch by 10-inch sign with company representative contact information.

• Deliver a new or replacement system within forty-eight (48) hours of task order award.

• Contractor must coordinate delivery and pick-up with the COR.

• Security requirements for access to PSNS & IMF, including badging and background checks.

• Comply with environmental and safety regulations.

This is a combined synopsis/solicitation for commercial services to procure the rental of one (1) 750 kW Emergency Diesel Generator (EDG) for the Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS & IMF) in Bremerton, WA. This acquisition is set-aside for small business concerns.

• Award will be made to the quote that is most advantageous to the Government, considering price and other factors, based on a Lowest-Price Technically Acceptable (LPTA) basis.

• Offerors must include an official quote with the RFQ number, company name, address, point of contact, and CAGE Code.

• CLIN pricing must be completed, and a statement of agreement with all terms and conditions is required.

• Manufacturer literature or product brochures demonstrating compliance with technical specifications are required.
