• Processing Speed: The 130 letters per minute (LPM) requirement is based on the standard for letter-size mail (up to 6 1/8" x 11 1/2").
• Scale Capacity & Pricing: A 70 lb. scale capacity is firm. Bidders must include pricing options for systems with integrated USPS Commercial Pricing to achieve postage discounts for Federal customers. Retail pricing will result if only postage meter tapes are used.
• Cost Center Tracking: A single cost center is required for tracking all outgoing mail.
• Lease Structure: The base year with four one-year options is firm; proposals must adhere to this structure.
• Pricing Inclusions: All-inclusive pricing must cover replacement supplies (ink, labels, etc.). The approximate outgoing mail volume is 34 pieces/month, and incoming is 132 pieces/month.
• Contract Pricing: Pricing should be based on competitive open-market prices.
• Reporting System: Web-accessible reporting is preferred, and redundant capability is desired, but not firm requirements. The system must be capable of electronic data transmission to reconcile postage expenditures with the Official Mail Accounting System (OMAS), reporting weight, cost per piece, total postage costs, and outgoing pieces. CSV or PDF are sufficient export formats.

• The government manages postage spending across multiple accounts and locations, including dedicated stamps.com accounts for Fort Greely, Wasilla, and Fairbanks, as well as The Armory account.
• For the purposes of this solicitation, only one postage meter location will be considered: the Armory (building 49-000 in Anchorage).
• AKARNG is currently not considering award for any other serviced location.

• "Weighing Mail" Requirement: This refers to a connected scale (specifically the 70lb scale mentioned in requirements), not an inline dynamic weighing platform. The manual connected scale meets current needs.
• Carrier Services: Only USPS shipping capabilities are required for this contract. FedEx and UPS shipping are handled externally by the USPFO warehouse, and no additional carrier integrations are needed within this scope.

To provide postage metering and reporting services for the Alaska Army National Guard (AKARNG) at one location in Anchorage, Alaska.

The contractor shall provide a complete postage metering and reporting system. This includes weighing mail, printing postage, and providing web-based reporting of outgoing mail details. The system must aggregate information on mail weight (pounds and ounces), number of outgoing pieces, and monthly postage costs. Device relocation may be required.

• Monthly reporting, preferably web-accessible and with redundant capability.

• Reporting to include weight in pounds and ounces, cost per piece, total postage costs, and number of outgoing pieces.

• System must be capable of weighing mail and printing postage.
