Statement of Work (SOW) / Performance Work Statement (PWS)

To obtain a lease agreement for three (3) 2024 Chevrolet Suburban LT AWD or equivalent full-size, four-door, AWD Sport Utility Vehicles (SUVs).

• Lease three (3) black 2024 full-size, AWD SUVs.
• Vehicles must have V-8 gasoline engines, four doors, black leather seats with ample room, easy-to-enter third-row seating, navigation, backup cameras, and four sets of keys.
• Vehicles must be capable of maintaining high speeds and cruising easily on all road types.
• All three vehicles must be the same make and model.
• Any On-Star or tracking capability must be removed prior to issue.
• Vehicles must be of good quality, in safe operating condition, and comply with Federal Motor Vehicle Safety Standards and state safety regulations.
• Regular maintenance (oil changes, tire rotation) is the contractor's responsibility, to be performed within 15 miles of the Pentagon, unless otherwise stated as more economical for the Government.
• Licensing and registration are the contractor's responsibility, requiring District of Columbia tags.
• Specific lighting and equipment requirements include:

• Window Tint: 5% Limo Rear, 20% Front Passenger, and a 20% strip on top of the front windshield.

This is a combined synopsis/solicitation for commercial items to lease three (3) 2024 Chevrolet Suburban LT full size, four-door, AWD, SUV vehicles for the Joint Staff (JS). The government intends to solicit and negotiate with only one source, District Fleet, LLC, on a sole source basis. This notice is not a request for competitive quotes, but interested persons may identify their interest and capability for future similar requirements. The government will not pay for information submitted in response to this notice.

• Lease of three (3) 2024 Chevrolet Suburban LT full size, four-door, AWD, SUV vehicles.

• Regular maintenance, including oil changes and tire rotation, to be performed within 15 miles of the Pentagon.

Justification for Sole Source

This document justifies a sole source procurement for the lease of three (3) dark color, four-door, full-size, all-wheel drive (AWD) Sport Utility Vehicles (SUVs) for the Joint Staff. The vehicles are required to support high-risk personnel (HRP) protection, including the Chairman Joint Chiefs of Staff (CJCS) and Vice Chairman Joint Chiefs of Staff (VCJCS).

• Lease of three identical, dark-colored, four-door, full-size AWD SUVs.

• SUVs must have V-8 gasoline engines, black leather seats, ample passenger room (including captain's chairs and third-row seating), onboard navigation, backup cameras, four sets of keys, and be capable of maintaining high speeds.

• Vehicles must be equipped with lights, sirens, and encrypted communication equipment.

• Contractor must perform regular maintenance (oil changes, tire rotation) and provide licensing and registration.

• The lease period is for six months, from May 1, 2026, to October 31, 2026.

• This is a follow-on requirement to contract N0018923PZ056 with District Fleet, LLC.

• The estimated price/cost is not explicitly stated but is implied to be a continuation of the previous contract.
