Statement of Work (SOW)

To lease two commercial structural firefighting apparatuses for a period of six months to address a degraded inventory of firefighting equipment at Tyndall Air Force Base.

• Provide two structural firefighting apparatuses that meet specified minimum requirements.

• Apparatuses must be in good working order upon arrival with current pump and aerial certifications.

• On Board Water Tank: Minimum 500 gallons

• Pump Capacity: Minimum 1250 GPM

• Crew Capability: Accommodate at least four firefighters with MSA G1 60-minute air pack capacity

• Drivetrain: Four-wheel drive

• Engine Type: Diesel

• NFPA Standards: Must meet NFPA 1900 standards and have a current pump test compliant with NFPA 1910

• Hose Capacity: Carry at least 1000 feet of Large Diameter Hose (LDH) and three 200-foot connections of 13/4" hoses

• Pump Panel: Mid-mount preferred, but not required

• Government Responsibilities: Daily and weekly operational checks, including fluid levels, engine/pump operation, leak checks, driving, and logging activities.

• Lessor Responsibilities: Acknowledge repair notifications within 48 hours. Ensure a qualified repair technician is on-site within 72 hours. Complete repairs within 5-7 days of parts receipt. Provide equitable adjustment to lease rate for extended repairs. Provide a replacement apparatus if repairs cannot be resolved.

• Only trained personnel may operate the equipment.

• Lessee must comply with all safety rules and governmental body regulations.

• Maximum monthly usage of 2,000 miles.

• One 6-month base period and one 6-month option period.

• Contractor must develop and maintain a quality control plan to ensure services meet SOW requirements and prevent defective services.

Solicitation / RFP / RFQ

This solicitation is for the lease of two commercial structural firefighting apparatuses. The acquisition is a 100% set-aside for Small Business.

• Lease of two commercial structural firefighting apparatuses.

• The lease duration is 6 months for the apparatuses (Items 0001 and 0002), with a period of performance from May 18, 2026, to October 17, 2026.

• Delivery and pickup of the apparatuses are also required (Items 0003 and 0004).

• The contract type is Firm Fixed Price.

• The period of performance for the lease is May 18, 2026, to October 17, 2026.

• Offer Due Date: April 20, 2026, at 12:00 PM.

• Evaluation will be based on Price and Technical capability.

• The government will award to the offeror providing the best value, which may not necessarily be the lowest priced offer.

• Technical proposals must be deemed "Acceptable" to be eligible for award.

• This acquisition is a 100% set-aside for Small Business.

• The North American Industry Classification Standard (NAICS) code is 532490, with a size standard of $40.00.

• The solicitation incorporates FAR clauses by reference, including those related to payment requests, electronic submission, and small business program rerepresentation.

• DFARS clauses related to safeguarding covered defense information and transportation of supplies by sea are also incorporated.
