Performance Work Statement (PWS)

This PWS outlines the requirements for the leasing of Personal Protective Equipment (PPE), specifically personal protective clothing with cabinet compartments, for the Baumholder Military Community's Directorate of Public Works (DPW). The goal is to ensure all blue-collar workers are equipped with suitable, clean, and functional garments.

The contractor will provide non-personal services including the issue, cleaning, repair, and exchange of PPE. This includes manufacturing and providing garments of constant quality, delivering clean garments, picking up dirty ones, and weekly washing. The service also covers the provision and maintenance of compartment cabinets for storing clean PPE and collecting dirty garments. The contractor must be able to adjust quantities based on personnel fluctuations.

• PPE Provision: Issue three sets of factory-new PPE per employee, with specific types detailed in Attachments 1 and 3 for various trades (e.g., Carpenter, Electrician, Painter). Garments must meet specified European (EN) standards and material requirements.

• Issuance & Sizing: Issue three sets of PPE per employee, including factory new items. Sizing will be determined on-site shortly after contract award, with provisions for exchanging ill-fitting garments and accommodating new employees.

• Cleaning & Repair: Weekly pickup of dirty garments and delivery of clean ones. Minor repairs are to be completed within one week. Irreparable items must be exchanged as new within one week.

• Cabinet Provision: Supply and maintain compartment cabinets for clean PPE and collection cabinets for dirty garments at designated locations.

• Identification: All garments must have embroidered name patches, agency logos, and personalized identification.

• Quality Control: Contractor must develop and maintain a Quality Control Plan (QCP) submitted within 10 days of award.

• Reporting: Inform COR of issues within one day, followed by written reports within two days.

• Place of Performance: Smith Barracks in Baumholder.

• Delivery: Required quantities of clean PPE must be delivered within 6 weeks after the contract begins.

• Non-Personal Services: The contract is for non-personal services, meaning the contractor's personnel are not supervised by the government.

• Installation Access: Contractor personnel must comply with installation access control regulations (AE Reg 190-16, AE Reg 604-1).

• Security: Adherence to Operations Security (OPSEC) requirements.

• Training: Mandatory Anti-Terrorism (AT) Level I, OPSEC Level I, and iWATCH training for all contractor employees.

• German Law: Compliance with German labor and work permit regulations is required.

• Key Personnel: Contract Manager and Alternate Contract Manager must be designated.

• Environmental Compliance: Adherence to environmental protection directives and manufacturer guidelines.

• Evaluation will be based on Capability Statement, Technically Approved, SPRS, and Lowest Price.

• Descriptive literature must be submitted to evaluate conformance to salient characteristics.
