Key Requirements & Personnel
Offerors must demonstrate technical expertise, including a minimum of two Level III PBX Technicians with active Avaya Certified Support Specialist (ACSS) credentials. Personnel performing transmission media upgrades require BICSI certifications, and those involved in STIG verification need CompTIA Security+ CE and DISA STIG training. A Level III Network Architect with three past performance references for 500+ DID lines TDM to IP transition within the last five years is also required. All contractor personnel must be U.S. citizens and able to obtain a minimum Tier 3 background investigation (SF86).
Evaluation & Submission
Award will be made to the Lowest Priced Technically Acceptable (LPTA) offeror, based on technical capability (personnel qualifications, infrastructure, reliability, management, compliance, corporate experience, modernization, and security) and price.
