Performance Work Statement (PWS)

This PWS establishes requirements for leased local exchange access commercial network service to support subscriber services for the outlying landing fields (OLF) at Naval Air Station (NAS) Whiting Field, Milton, Florida. The goal is to continue existing services and undertake a comprehensive telecommunications infrastructure modernization.

• Continue providing Business Lines and Net Interface-Outside Single Line circuits for 6 lines under account number 251 M17-1323 323.

• Provide leased local exchange access service creating a path/interface to the Public Switched Telephone Network (PSTN) supporting simultaneous voice and data, configured for Direct Inward Dialing (DID) and Direct Outward Dialing (DOD).

• Upgrade, maintain, and secure critical communication consoles, radio interfaces, and resilient network capabilities (e.g., VPN, fiber optics).

• Implement industry best practices such as cloud integration, AI-driven network management, and software-defined networking.

• Contractor must provide 24/7 network assistance and support.

• Response times for outages are defined: Catastrophic (within 2 hours), Major (within 4 hours), Minor (by noon next business day).

• Contractor must provide a diagnosis report within 1 hour of technician arrival on-site.

• A minimum of one traffic study per year is required for all trunks.

• Period of Performance: One (1) Base Year (12 months) and four (4) 12-month option years. Base Year: April 1, 2026 - March 31, 2027. Option Year IV ends March 31, 2031. Includes FAR 52.217-8 Option period.

• Place of Performance: OLF Evergreen, OLF Middleton, OLF Silver Hill, and OLF Brewton at NAS Whiting Field.

• Contractor must maintain an effective quality control program.

• Personnel must be qualified telecommunications technicians with at least five years of experience.

• Contractor must comply with all base regulations, safety standards (29 CFR 1910), and environmental laws.

• Contractor must provide a Project Manager (PM) and alternate, available during specified hours.

• All contractor personnel require identification badges and must comply with base access and security requirements.

• Contractor must avoid Organizational Conflicts of Interest (OCI).

Solicitation / RFP / RFQ

This is a combined synopsis and solicitation for commercial items, issued as a Request for Quotes (RFQ) under solicitation number N7027226Q0016. The Naval Computer and Telecommunications Area Master Station, Atlantic is seeking proposals for an unspecified requirement.
