Quick Summary

The Department of the Navy, Naval Computer and Telecommunications Area Master Station, Atlantic (NCTAMS LANT), is soliciting quotes for Local Exchange Carrier (LEC) Services at Naval Air Station (NAS) Whiting Field, Milton, Florida. This Request for Quotes (RFQ) seeks to continue existing telecommunications services and modernize infrastructure at outlying landing fields. The government intends to award a Firm-Fixed Price (FFP) contract. Quotes are due by March 23, 2026, at 11:00 AM EST.

Scope of Work

The requirement is for leased local exchange access commercial network service to support subscriber services at OLF Evergreen, OLF Middleton, OLF Silver Hill, and OLF Brewton. This includes:

  • Continuing six Business Lines and Net Interface-Outside Single Line circuits.
  • Providing leased local exchange access service to the Public Switched Telephone Network (PSTN) for simultaneous voice and data, configured for Direct Inward Dialing (DID) and Direct Outward Dialing (DOD).
  • Upgrading, maintaining, and securing critical communication consoles, radio interfaces, and resilient network capabilities (e.g., VPN, fiber optics).
  • Implementing industry best practices such as cloud integration, AI-driven network management, and software-defined networking. The contractor must provide 24/7 network assistance with defined response times for outages.

Contract Details

  • Contract Type: Firm-Fixed Price (FFP)
  • Period of Performance: One (1) Base Year (April 1, 2026 - March 31, 2027) and four (4) 12-month option years, with an additional extension option (FAR 52.217-8) through September 30, 2031.
  • Place of Performance: Outlying Landing Fields (OLF) at NAS Whiting Field, Milton, Florida.
  • Set-Aside: This procurement is not set-aside for small businesses.
  • NAICS Code: 517111 (Wired Telecommunications Carriers)
  • PSC Code: DG11 (Telecom Access And Other Usage Billing Services)

Submission & Evaluation

  • Submission Deadline: March 23, 2026, 11:00 AM EST.
  • Submission Method: Quotes may be emailed to robert.p.joas.civ@us.navy.mil and kathryn.l.santos.civ@us.navy.mil.
  • Required Information: A white paper or company letterhead offer, a detailed price quote (unit, extended, total FFP), discount terms, estimated delivery time, and technical submission addressing PWS requirements.
  • Evaluation Factors: Offers will be evaluated based on technical capability and price. Award will be made to the Lowest Priced Technically Acceptable (LPTA) offeror. Past performance may also be considered.
  • Key Acceptability Factors: Provision of all necessary personnel, equipment, supplies, and technical expertise; continuation of services; provision of Business Lines and Net Interface-Outside Single Line circuits; upgrade/maintenance of communication infrastructure; and provision of leased local exchange access service to PSTN with DID/DOD.

Additional Notes

Offerors must include a completed FAR 52.212-3, Offeror Representations and Certifications – Commercial Items. Vendor's standard commercial terms and conditions are not accepted. Security requirements for federal facility and IT system access apply. While this is an RFQ, an internal justification document indicates the agency's belief that BellSouth Telecommunications, Inc. (AT&T) is the only established LEC Service vendor with the necessary technical skills and equipment for this requirement.
