Purpose

This is a SOURCES SOUGHT NOTICE ONLY for market research (FAR Part 10) to gauge interest, capabilities, and qualifications of firms, especially small businesses. Scope of Work

The project involves replacing all fluorescent and incandescent light fixtures with LED fixtures at the Pine Ridge Hospital, including interior lights not yet converted. This also includes introducing control systems for all lights. The contractor will be responsible for demolition, new installation, and cleanup. All electrical installation must be performed by an electrician licensed in South Dakota. The new lighting system will be LED nLight type or an approved equivalent, utilizing relay packs and occupancy sensors in corridors and rooms, adhering to NFPA 101. Life Safety circuited lights must achieve 100% illumination during power outages, and all lights must be dimmable to 10% power. The contractor must submit a plan of fixture types and locations, and verify linear lengths for new atrium strip lights.

Submission Requirements

Interested PRIME CONTRACTORS must submit a capabilities statement (maximum 10 pages) demonstrating experience in similar construction projects. The submission must include:

  • Company Information: Unique Entity ID, CAGE code, name, address, and point of contact.
  • Proposal Intent: Indicate if your firm would submit a proposal if a solicitation is issued.
  • Business Type: Specify if Native American-owned, SBA certified 8(a), HUBZone, SDVOSB, WOSB, and/or Small Business. Native American-owned (IEE/ISBEE) firms must complete "Attachment 1: IHS IEE Representation" and provide Tribal enrollment/certificate of Degree of Indian Blood documentation (redacting PII).
  • Bond Capacity: Single and aggregate bonding capacities.
  • Experience: At least two (2) but no more than five (5) similar projects completed within the last seven (7) years, detailing role (Prime/Sub), construction dates, contract value, location, complexity, federal/state/tribal/other project type, and project references. If using affiliate experience, clearly demonstrate meaningful involvement.
