The FAA prefers to award a single contract but may pursue multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts if a single vendor cannot cover all sites. The primary contract type is expected to be Firm Fixed Price (FFP). Interested vendors must submit a brief expression of interest by 6/12/2026, 12 PM Central Time, to erick.martinez-abril@faa.gov. Required submission details include company name, contact information, SAM.gov UEI code, summary of experience and past performance, description of capabilities and resources, and any relevant certifications or licenses. Desired information includes a description of resources for the projected schedule, subcontracting approach, experience with hazardous material removal, compliance with regulations, program management capabilities, experience with remote logistics, and any existing GSA schedule information.

Performance Work Statement (PWS)

This PWS outlines the requirements for the disposition of legacy radar electronics and cabinets as part of the Federal Aviation Administration's (FAA) generational modernization of the National Airspace System (NAS). The goal is to remove and dispose of approximately 612 legacy radar systems across 386 sites to make space for new replacement systems.

• Provide all labor, materials, equipment, transportation, supervision, and management for the removal, transport, and disposal of legacy radar cabinets, electronics, hazardous materials, and associated components.

• Ensure all disposition activities comply with applicable laws and regulations.

• Execute work only after systems are de-energized and disconnected from their main power source.

• Achieve complete removal and disposition of legacy radar systems in accordance with the schedule (Attachment J-1).

• Maintain full property accountability, safety performance, and environmental compliance.

• Period of Performance: Award through July 31, 2028.

• Place of Performance: Designated FAA sites nationwide in the United States, including Guam, Puerto Rico, and other outlying territories such as the Bahamas.

• Program Management: Develop and maintain an Integrated Master Schedule (IMS) and Execution Planning Approach. Provide a dedicated Point of Contact (POC).

• Site Readiness: Validate site readiness using an FAA-approved Site Execution Checklist before commencing activities.

• Hazardous Materials: Identify and coordinate handling, containment, and transport of hazardous or radioactive materials.

• Disposition: Dispose of or recycle all equipment and materials in accordance with approved plans and regulations. Facilities used must have Responsible Recycling (R2) Certification.

• Documentation: Prepare and submit comprehensive Disposition Documentation and Monthly Progress Reports.

• Compliance: Strictly adhere to all governing FAA facility security protocols, OSHA standards, and environmental regulations (RCRA, EPA, DOT).

• Deliverables: Include Execution Planning Approach, Integrated Master Schedule, Site Execution Checklist Template, Loaded IMS, Weekly IMS Updates, Disposition Documentation, and Monthly Progress Reports.

• Acceptance Criteria: Includes equipment removal, property accountability, regulatory compliance, facility remediation, and deliverable submission/acceptance.
