Scope of Work
The LASRF Program provides individualized legal services to "Class Members" and "Qualifying Additional Family Members" impacted by the Ms. L. Settlement Agreement. The Contractor will provide services that complement federalized services offered by EOIR. Key services include:
- Individualized Consultations and Counseling: Offering legal advice on forms of relief and application steps.
- Immigration Law Assistance: Helping participants understand U.S. immigration laws and information for parole and employment authorization applications.
- Preparation Services: Assisting with preparation for EOIR court hearings and interviews with USCIS.
- Document Preparation: Preparing documents for submission to DHS and EOIR.
- Self-Help Materials: Distributing legal self-help resources.
- Pro Bono Mentorship: Providing mentorship for volunteer legal representatives.
- Outreach: Conducting affirmative outreach to schedule participants for services. The Contractor must accept referrals from EOIR and third parties, as well as direct requests from eligible individuals. Services must be provided from regional offices and via remote technology, in appropriate languages with trauma-informed interpretation. Funds are restricted to services outlined and cannot be used for full legal "representation."
