The United States Department of Energy (DOE), Office of Headquarters Procurement Services (MA-64), located in Washington, D.C., intends to issue a solicitation to obtain specialized legal services to support the Office of the General Counsel (OGC) and various DOE program offices in the near future.
This notice is being released to allow interested law firms to prepare to submit a proposal when DOE issues the solicitation. DOE intends to issue a solicitation to establish an Indefinite Delivery Indefinite Quantity contract. It is anticipated that DOE will make up to 10 Time-and-Materials awards, and the awards may be made on a rolling basis.
DOE is seeking highly competitive legal services rates and the most efficient provision of services. It is anticipated that work will be provided virtually, with minimal (if any) in-person services (i.e., attending hearings or in-person meetings). To fulfill its requirements DOE seeks firms of all sizes, including small businesses, which may be located throughout the United States. DOE is considering a waiver of 10 C.F.R. Part 719 in favor of alternate requirements.
