Scope of Work

Litigation support services such as court reporting, e-discovery, and expert witnesses are also required.

Legal advice in banking, securities, financial services regulation, bankruptcy, real estate, antitrust, administrative, corporate, insurance, conservatorships/receiverships, insolvency, artificial intelligence, and privacy law.

  • Contract Type: Multiple Indefinite Delivery, Indefinite Quantity (IDIQ) contracts.

Submission & Evaluation

  • Submission Process: Two-phase. Phase I focuses on Legal Experience (max 6 pages plus 1-page geographic summary). Phase II includes Personnel Qualifications, Pricing (using Attachment C), and Representations & Certifications. Oral presentations are optional.
  • Evaluation Factors: Technical factors (Legal Experience and Personnel Qualifications/Oral Presentation) are significantly more important than Price. Conflict of Interest is evaluated on an acceptable/unacceptable basis.
  • Security Requirements: Offerors must complete a Security Questionnaire (Attachment E) detailing organizational and technical controls for handling Controlled Unclassified Information (CUI). Compliance with NIST SP 800-171 and HSPD-12 is required.
  • Subcontracting: Large businesses may be required to submit a Small Business Subcontracting Plan (Attachment D).
