Submission & Evaluation

Offerors are required to submit quotes in three volumes: Technical Approach (limited to 15 pages), Past Performance (limited to 6 pages), and Price Schedule (no page limit). The evaluation will follow a best-value tradeoff approach, where Technical Approach and Past Performance are of equal importance and collectively more important than Price.
