Sources Sought / Request for Information (RFI)

This document is a Sources Sought Synopsis and Request for Information (RFI) to perform market research. The government is seeking information to determine potential sources with the expertise, capabilities, and experience to provide Lenel Access Control System Installation for a Sensitive Compartmented Information Facility (SCIF) Environment at Ramstein Air Base. This is for planning purposes and to identify interested and capable companies.

• Provision of all necessary hardware, software, materials, and labor for the installation of a Lenel Access Control System in a SCIF environment.

• The specific requirements are detailed in the attached Draft Statement of Work (SOW).

• Interested companies should provide their business information, including Company Name, Address, Point of Contact, CAGE Code, Phone Number, E-mail Address, and Web Page URL.

• The government will not reimburse any costs associated with participation in this research.

• The term "proposal" and "offeror" are used for informational purposes only and responses will not be treated as proposals.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines the requirements for the installation, configuration, and commissioning of a stand-alone Lenel Access Control System (ACS) at Ramstein ISRG. The system is intended to secure a Sensitive Compartmented Information Facility (SCIF) entrance, meeting all relevant security protocols.

• Door Hardware Installation: Install one (1) Lockmasters LKM10K lock (Federal Specification FF-L-2890C for SCIF locks), one (1) HID exterior Common Access Card (CAC) insert card reader with PIN pad, and ensure the existing X-09/X-10 lock is reused. The door will be configured for card entry and mechanical push bar egress.

• Lenel Access Control System (ACS) Provisioning: Provide a complete, stand-alone Lenel ACS including:

  • One (1) desktop computer with Lenel OnGuard software
  • One (1) desktop monitor
  • One (1) CAC card enrollment reader
  • One (1) Uninterruptible Power Supply (UPS)
  • One (1) wall-mounted enclosure for the control panel, power supply, and backup batteries.

• Cabling Infrastructure: Install all required ACS cabling within Electrical Metallic Tubing (EMT) conduit, including all necessary conductors, fittings, connectors, supports, pull strings, and legible labeling.

• System Programming and Configuration: Perform initial setup and programming of the Lenel ACS, including software installation, control panel and card reader configuration, creation of administrator and facility access levels, time zone configuration, and full system testing.

• Training: Provide one administrator-level training session covering system user management, CAC card enrollment, user access rights, and basic troubleshooting.

• The work shall be performed during normal business hours, to be scheduled between the contractor and the customer.

• All work will be performed at the Ramstein ISRG location.

• Customer Responsibilities: Provide site access, escort support within the SCIF environment, and coordinate with the site Security Manager. Provide one (1) dedicated 230VAC, 15-20A breaker and one (1) dedicated 230VAC, 15-20A outlet at the ACS workstation location. Provide dedicated desk space for the workstation and a secure mounting location for the control panel enclosure.
