Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, issued as a Request for Quotes (RFQ) under FAR Part 12. The U.S. Air Force 86th Airlift Wing (USAFE) is procuring the FY26 USSF Lenel Access Control System & Installation. The NAICS code is 561621 (Security Systems Services, except Locksmiths). This is an unrestricted set-aside.

The solicitation requires the provision and installation of a Lenel Access Control System, including:

• Door Hardware Installation
• Lenel Access Control System (ACS) Provisioning
• Cabling Infrastructure
• System Programming and Configuration
• Training

Detailed specifications are provided in the attached Statement of Work (SOW).

• Contract Type: Firm-fixed price.

• Delivery: FOB Destination to U.S. Space Forces in Europe and Space Forces Africa, Ramstein Air Base, Germany.

• Delivery Date: 9 Months upon receipt of order.

• All quotes must be in USD.

• All submitted quotes must remain valid for 180 days from the close of the RFQ.

• Response Date: 22 June 2026 at 3:00 PM Central European Time (CET).

• Submission Method: Email to Giuseppe Di Fede (giuseppe.di_fede.de@us.af.mil) and Cole West (cole.west@us.af.mil).

• Questions Deadline: 09 June 2026 at 3:00 PM CET.

• Evaluation: Award will be made to the responsible offeror whose offer is most advantageous to the Government, based on price and the offeror's ability to meet delivery and specification requirements. Only new equipment will be accepted. Re-manufactured or grey market items will not be accepted. The Government reserves the right to award without discussions.

• Evaluation Factors: Price and Acceptability (meeting minimum requirements).

• Unrestricted set-aside.

• Vendors must be registered and active in the System for Award Management (SAM) database to be considered for award.

• The solicitation incorporates provisions and clauses by reference, including FAR 52.212-1 (Instructions to Offerors) and FAR 52.212-2 (Evaluation).

Statement of Work (SOW)

This Statement of Work outlines the requirements for the installation, configuration, and commissioning of a stand-alone Lenel Access Control System (ACS) at Ramstein ISRG. The system is intended to secure a Sensitive Compartmented Information Facility (SCIF) entrance, meeting all relevant security protocols.

Door Hardware Installation:

• Install one (1) Lockmasters LKM10K lock (Federal Specification FF-L-2890C for SCIF locks).
• Install one (1) HID exterior Common Access Card (CAC) insert card reader with an integrated PIN pad.
• Ensure the existing X-09/X-10 lock is reused.
• Configure the door for card entry and mechanical push bar egress.

Lenel Access Control System (ACS) Provisioning:

• Provide one complete, stand-alone Lenel ACS.
• Components include:
  • One (1) desktop computer with Lenel OnGuard software (MUST BE MADE/MANUFACTURED IN UNITED STATES OF AMERICA).
  • One (1) desktop monitor (Minimum 35” with stand).
  • One (1) CAC card enrollment reader.
  • One (1) small Uninterruptible Power Supply (UPS) (MUST OPERATE WITH EU POWER (220)).
  • One (1) wall-mounted enclosure with Lenel control panel, power supply, and backup batteries.

Cabling Infrastructure:

• Install all ACS cabling within Electrical Metallic Tubing (EMT) conduit.
• Include all necessary conductors, fittings, connectors, supports, pull strings, and legible labeling.

System Programming and Configuration:

• Initial setup and programming of the Lenel ACS.
• Install and configure Lenel OnGuard software.
• Configure control panel and card reader.
• Create one administrator-level user account and one initial access level.
• Configure time zone and door operating parameters.
• Conduct full system testing.

Training:

• Provide one administrator-level training session covering user management, card enrollment, and access rights.

• Include basic system troubleshooting procedures.

• Work to be performed during normal business hours, scheduled between contractor and customer.

• All work performed at the location next to Ramstein.

• Hardware for the ACS computer must be manufactured in the United States.

• UPS must operate with EU power (220V).

• Cabling must be installed within EMT conduit.

• Provide site access during normal working hours.

• Provide escort support within the SCIF environment if required.

• Coordinate with the site Security Manager for SCIF compliance validation.

• Provide one (1) dedicated 230VAC, 15-20A breaker for the ACS power supply.

• Provide one (1) dedicated 230VAC, 15-20A outlet at the ACS workstation location.

• Provide dedicated desk space for the workstation, monitor, and reader.

• Provide a secure mounting location for the control panel enclosure.
