Scope of Work
The contractor shall provide non-personal services, including all personnel, equipment, supplies, and supervision, for on-site maintenance support of the Lenel OnGuard Access Control System (ACS) and Milestone Video Management System (VMS). This requires:
- Two (2) Full-Time Equivalent (FTE) Lenel OnGuard certified maintenance technicians.
- One (1) FTE Milestone certified system administrator/technician.
- Technicians must hold specific certifications: Lenel S2 OnGuard 8.2 Core Certification (LCA track) for ACS, and Milestone Knowledge Program Technical Configuration 1 & 2 for VMS.
- Services include installation, configuration, maintenance, troubleshooting, and lifecycle management of both hardware and software components.
- The contractor must be a Naval District Washington (NDW) N6 preferred contractor with pre-approved access to the Lenel & Milestone Enterprise 3SP Network.
Period & Place of Performance
The work will be performed at the Walter Reed National Military Medical Center, Bethesda, Maryland. The base period of performance is from July 1, 2026, through June 30, 2027, with four (4) consecutive one-year option periods, extending the potential contract duration through June 30, 2031. On-site tasks are required five (5) days per week, Monday through Friday, from 0800 to 1600.
Key Requirements & Deliverables
- Quality Control Plan (QCP): Contractors must develop and maintain an effective QCP, submitted within 30 days of contract award.
- Personnel: All contractor personnel require Common Access Cards (CACs) and must comply with DoD and DHA onboarding, training, and security requirements, including background investigations and Non-Disclosure Agreements (NDAs). Personnel must clearly identify themselves as contractor support staff.
- Security & Compliance: Adherence to physical security, key control, and lock combination procedures is mandatory. All work is unclassified, with a Tier II position sensitivity designation. Compliance with DFARS 252.239-7018 for unified capability equipment and various cybersecurity regulations (HIPAA, FISMA, NIST, DoD, DHA) is required.
- Reporting: Monthly hardware audit reports and daily updated work order databases are required deliverables.
Evaluation Factors
The Government will award a Firm Fixed Price contract to the responsible offeror whose quotation is most advantageous, considering both price and other factors.
