Coverage must include pre-existing conditions and not exclude HIV/AIDS care. Demographic data for dependents is provided in Exhibit A to assist with proposal development.

Proposals must be submitted via email to PerezAcevedoA@state.gov by March 11, 2026, 14:00 CET, with the subject line "Proposal 19GE5026R0020". Submissions must be in Microsoft Word or Adobe PDF, except for Attachment 1 (pricing sheet), which must be a completed Microsoft Excel spreadsheet. Email size is limited to 50MB; zipped files are not permitted. Late submissions will not be considered.

Evaluation will be based on a comparative process considering technical capability, past performance, and price, with technical and past performance combined being equal to price. Proposals should be submitted in two volumes: Price Proposal and Technical Proposal.
