Purpose and Scope

DS, as the law enforcement and security arm of the U.S. Department of State, is responsible for providing a safe and secure environment for U.S. foreign policy. They are seeking commercial off-the-shelf (COTS) or modified COTS LTL technologies, including new and emerging solutions, to deter, detect, and delay hostile acts. These systems are intended for crowd control and dispersal within a diplomatic environment. Systems of interest include, but are not limited to, acoustic, radio frequency (RF) energy, chemical, pressurized water, food-grade irritant, laser, fog, and foam systems. Importantly, systems must not use explosive charges to deploy irritants.

Key Requirements

Respondents should address the detailed requirements outlined in the "DOS Less-than-Lethal Defensive System Requirements Matrix." Key considerations include:

  • General System: Compliance with prohibitions on hardware/software from named countries, manufacturing or substantial transformation within the U.S. or TAA-designated countries, worldwide voltage compatibility (100-250 VAC, 50/60 Hz), EMC/UL approval, not cloud-based, wireless communication must be configurable/disableable, no internet required for operation, COTS/modified COTS, 2-8 hours uninterrupted functionality without consumables, centralized control, and ability for DOS staff to install, initialize, commission, and maintain without OEM involvement.
  • Deterrent Component: Less-than-lethal design, wide operational temperature range (-33°C to +60°C), suitable for indoor/outdoor/sheltered wet environments, architecturally compatible, and mountable to buildings or perimeters. Prohibited substances include chloroacetophenone (CN), o-chlorobenzylidenemalononitrile (CS), dibenzoxazepine (CR), bullets, canisters, or explosive charges.
  • Control Console (if applicable): Rack-mountable (19" wide, max 6 RU), safeguards against inadvertent activation, emergency disable function, user-definable deterrent selection control labels, and one-button selection/deselection of all zones.
  • IP-Based Systems: Event logging (activation, deactivation, zone changes, errors), Microsoft Active Directory authentication, role-based access control, secure communication protocols (HTTPS, TLS 1.2+, AES), and NTP synchronization.
  • Vendor Support: Minimum 1-year warranty, 5 years of customer technical support from the last manufacture date, internal distribution rights for manuals, and "train-the-trainer" and "train-the-technician" support.

RFI Deliverables

Respondents are requested to provide detailed information on available systems, including a comprehensive response to the requirements matrix, technical and physical specifications, images, technology maturity, impact on existing infrastructure, details of current installations, and a rough order of magnitude cost for a system covering double door entrance points at four locations on a 200m x 400m compound.
