Scope of Work (AoI 001 - Warehouse Management System)

The Army is seeking a software solution (WMS, WES, or WCS) to replace the legacy SEER system. This solution must bridge the gap between the existing Logistics Modernization Program (LMP) (which will remain the System of Record) and new Automated Storage and Retrieval System (ASRS) hardware, without replacing LMP. Key requirements include:

  • Communication with LMP for inventory and labor management.
  • Innovative integration with ASRS hardware and neighboring legacy controls.
  • Accommodation of various bin sizes (3,366-crate Unit Load, 2,112-bin Mini Load).
  • Increased unit load weight capacity from 750 lbs to a minimum of 2,000 lbs.
  • Compatibility and interoperability with existing ASRS in an adjacent building.
  • Space-efficient design within the current facility footprint.
  • Modern controls, diagnostics, updated data cables, and PLCs.
  • New operational software that is fully developed, de-bugged, and at least as capable as the current SEER system.
  • Integration with Vantage and SAP products.
  • Scope covering material handling, conveyors, picking systems, and forklift integration.
  • Incorporation of safety features (fall protection, emergency shut-offs, egress, vertical lift safety).
  • Robust fire detection and suppression system for high-density ASRS.
  • A full turnkey solution, including decommissioning, removal, installation, and commissioning.
  • Minimum one year of training support.
  • A long-term sustainment and maintenance plan for at least 24 years, including spare parts, emergency repair, and comprehensive training.

Contract Details

Contracts awarded under this CSO will be FAR-based under Part 12 (Acquisition of Commercial Products and Commercial Services), typically fixed-price, including fixed-price incentive contracts. The period of performance for any solution brief or Commercial Solution Proposal (CSP) is generally no greater than 12 months. This CSO is continuously open until October 01, 2026, with the possibility of extension, but specific AoI deadlines apply. The government is not obligated to extend a request for proposal or make an award.

Eligibility & Set-Aside

No specific set-aside is designated for this CSO. Both traditional and non-traditional defense contractors are eligible. Foreign-owned businesses may submit solutions independently or as part of a teaming arrangement with U.S.-owned businesses. Companies must be Original Equipment Manufacturers (OEM) or equivalent and registered in SAM.gov.

Submission & Evaluation

For AoI 001, written solutions must be submitted via email by 5:00 P.M. (EST) on June 12, 2026, with the subject line "INNOVATIVE SOLUTION". Submissions should be sent to Thomas.c.hall111.civ@army.mil and danielle.r.rhone.civ@army.mil. Late submissions will not be evaluated. A site visit is scheduled for Thursday, May 28, 2026, at 0900 Eastern Time; requests to attend must be sent to Danielle Rhone by May 22, 2026. The CSO process may involve a multi-phased approach (Solution Brief, Presentation/Pitch, CSP). Evaluation criteria include responsiveness, technical merit, funding, relevancy, uniqueness, risk, and price.
