Scope of Work
This requirement is for the provision of "Level 1 Threaded Rod" or "STUD, CONTINUOUS THRD" in accordance with detailed Technical Data Packages (TDPs) LLDA11014 Version 4 and LLDA11013 Version 3. Key requirements include adherence to numerous specifications and standards (e.g., MIL-DTL-1222, ISO, ANSI, MIL-STD, QQ-N-286) covering material properties, dimensions, heat treatment, coating, marking, and special processes. The items must be marked "LEVEL 1" and "DSS-SOC," and mercury or mercury-containing compounds are prohibited. Packaging and marking must comply with MIL-STD-129 and ASTM-D-3951.
Contract Details
This is a Combined Synopsis/Solicitation (Request for Quotation) with a Firm Fixed Price arrangement. Delivery is specified as July 31, 2026, with FOB Destination. The contract is rated DO-A3 for national defense, emergency preparedness, and energy program use. Payment terms are Net 30 Days AFTER acceptance of material.
Eligibility & Submission Requirements
This is a Total Small Business Set-Aside. To be considered, both the manufacturer and the Prime vendor (if not the manufacturer) must possess an ISO 9001 certificate and a QA Manual (MP-dated within 3 Years), and have completed a site visit. Offerors must complete and include provisions 52.204-24, 52.204-26, 2S2.204-7016, and 252.204-7019 with their offer. Quotes must detail price(s), FOB point, Cage Code, a point of contact, GSA contract number (if applicable), business size under the NAICS Code, and payment preference (GCPC or WAWF). Vendors must list the country of origin for each line item and, if not the actual manufacturer, provide the manufacturer's name, location, and business size. Drivers entering Portsmouth Naval Shipyard must be U.S. Citizens or have evidence of naturalization.
Evaluation & Award
Award will be made to the responsive offeror whose total proposal on all items is determined to be the Low Price Technically Acceptable. Inspection and acceptance will occur at both the source (Portsmouth Naval Shipyard) and destination. The Contract Data Requirements Lists (CDRLs Exhibit A & B) outline extensive documentation requirements, including Inspection and Test Plans, Certification Data for Special Emphasis Material, NDT PT Procedure Approval, and Test Certifications. Certification data must be submitted to Portsmouth Naval Shipyard for review and acceptance prior to each shipment of material.
