Offerors must submit supporting information with their proposals. This submission will be reviewed solely by the CO for responsibility determination and will not be part of the technical evaluation or count against page limits.

At a minimum, offerors shall include:

• Delivery plans, including agreements/arrangements with suppliers, detailing how the statement of work will be accomplished.
• A description of the offeror's ability to meet financial demands, including relationships with lending/financial institutions or equity sources.
• At the offeror's discretion, any additional information supporting their certification.

The form includes fields for Company Name and Local Address, Unique Entity ID, Company's Authorized Representative, Signature, and Date.

Solicitation / RFP / RFQ

This document outlines the instructions for offerors and the evaluation factors for award for Solicitation # 70FBR826Q00000004. The government intends to award a single Labor Hour contract with Firm Fixed Hourly Rates. The award will be made to a responsible and responsive offeror providing the best value to the government, considering both price and non-price factors. • Evaluation Factors: Technical, Past Performance, and Price. Technical and Past Performance, when combined, are approximately equal to price. All three factors are considered for best value trade-off.

• Technical Factor: Requires detailed responses to specific questions regarding staffing, availability, licensing, lodging solutions, safety and security equipment, and approach to fulfilling the Performance Work Statement (PWS).

• Past Performance: Assessed based on overall performance records, CPARS, and other relevant history.

• Price: Based on the total amount for all line items on the Pricing Worksheet, including base and option periods. Prices for options will be evaluated for fairness and reasonableness.

• Proposal Submission: Must be submitted via email to the Contracting Officer by 04/17/2026, 03:00pm MT.
