This document provides answers to questions submitted by vendors regarding the Level III RFI (Request for Information) for Small Unmanned Aircraft Systems (sUAS).

• Level III sUAS Definition: Level III is an internal CBP designation for capability within Group 1 sUAS, not to be confused with industry Group 3 standards. The RFI is for Group 1 and/or 2 weight (≤ 20 – 55 lbs.) and performance class.
• Requirement History: This requirement builds upon previous CBP projects, including FY22 (Advanced Technology RFI), FY24 (High Performing RFI), and FY25 (VTOL RFI).
• Video Links: Links to online videos are not provided as part of the RFI response.
• TAK Integration: CBP expects vendors to provide a 90% TAK (Tactical Assault Kit) solution that has been thoroughly tested within their own TAK environment prior to delivery, as CBP does not currently possess a TAK test environment.
• Predictive Maintenance: Preventive maintenance should focus on components prone to failure. Examples include "change oil timers" or "motor replacement after 500 hours of operation" to mitigate risks, extend lifespan, and ensure reliability.
• Simulator Requirements: The simulator is desired as a training tool for user familiarity and confidence. It can be standalone software, does not require the actual aircraft to be in the loop, and can be run from a laptop. Simulating missions with varying environmental conditions (wind, lighting) is of interest.
• Password Protection: A password required at Ground Control Station (GCS) startup meets the password protection requirement.

These clarifications provide specific details that may influence how vendors prepare their responses to the RFI, particularly regarding system definitions, integration expectations, maintenance protocols, simulator capabilities, and security measures.

Request for Information (RFI)

U.S. Customs and Border Protection (CBP) is conducting market research to understand the current availability and technological capabilities of vendors for Level III Small Unmanned Aircraft Systems (sUAS). This RFI is for information and planning purposes only and does not constitute a Request for Proposal (RFP) or commit the Government to a contract. Responses may inform a future acquisition strategy and potential RFP.

CBP is interested in sUAS solutions that can support tactical field operations and enhance situational awareness. Key areas of interest include:

• Operations: FAA compliance, minimal personnel requirements (1-2), autonomous operation capabilities, artificial intelligence/machine learning for detection and tracking of items of interest (IoI), and interoperability with existing systems (routers, other sUAS, Team Awareness Kit - TAK).
• System: IP 54 rating, NDAA compliant C2 with anti-jamming, hardened GPS/alternative navigation, US-based repair center, components fitting into an SUV, optimal operating temperature range (0°F to 115°F), minimum 1-year warranty, TAK integration, ability to stream video with KLV metadata, 5-year software support, ability to review flight logs, ADSB in/out capability, offline simulation on GCS, and user-selectable beacons.
• Interoperability: Ability to be flown using common GCS hardware, common open-source software, and common open-source log formats.
• Flight: 1.5-3 hours flight time with 5lb payload, optional flight mode, and wind tolerances (minimum 25 mph sustained, 45 mph optimal).
• Range: Minimum 10 miles (mobile GCS), 20+ miles (fixed location).
• Sensor Payload: EO/IR sensors with specified resolutions and zoom capabilities, autonomous IoI detection/tracking, license plate reading (200 yards), human classification (1-mile threshold, 2-miles optimal), and co-witnessed IR laser pointer (2 miles). Payloads must be easily swappable.
• Data Management: Ability to define flight duration and failsafe parameters, and onboard maintenance tracking.
• Automation: Autonomous detection and tracking of humans and vehicles.
• User Interface: Simple GUI, ability to acquire maps, minimum 8-inch display, and GCS password protection.
• Batteries: Vehicle charging, quick verification of seating, visual charge level display, removable/hot-swap GCS batteries (optimal).
• Deployment: System assembly, boot-up, and launch under 10 minutes (optimal 5 minutes), operated by no more than 2 personnel.

This RFI does not commit the government to any contract. Information gathered will be used for market research and potential future acquisition strategies.

Vendors are requested to submit a white paper addressing capabilities 1-11 and Attachment A – Vendor Company Data via email to USBPPMODSUAS@cbp.dhs.gov by 5:00 PM EST on December 12, 2025. Responses should not exceed 15 pages plus Attachment A. Marketing documentation will not be reviewed.

• Questions for the Government are due by November 21, 2025, with responses by December 2, 2025.
• CBP may select vendors for no-cost demonstrations. Vendor confidentiality will be maintained.

This document is Attachment A, "Vendor Company Data," for the SMALL UNMANNED AIRCRAFT SYSTEMS (sUAS) LEVEL III MARKET RESEARCH RFI. It serves as a template for vendors to provide detailed information about their company and capabilities relevant to the RFI.

• Company Information: Name, Address, Website, Primary and Secondary Points of Contact (including name, address, email, phone).
• Identification: Unique Identity ID (from SAM.gov), Cage Code.
• SAM Registration: Confirmation of registration in SAM.gov (required for federal contract eligibility).
• Socio-Economic Status: Checkboxes for Small Business, Small Disadvantaged Business, 8(a) Business, HUB Zone Business, Service-Disabled Veteran-Owned Small Business, Veteran-Owned Small Business, Woman-Owned Small Business, and Large Business.
• Manufacturer Status: Original Manufacturer or Reseller.

• Capability Overview: A section for a 2-page maximum description of company capabilities pertinent to the RFI and any identified issues/challenges.

This form is crucial for vendors responding to the RFI. It guides the information required to assess a company's suitability and capabilities for potential sUAS opportunities. Completing this accurately and thoroughly is essential for market research purposes and potential future solicitations.
