Statement of Work (SOW) / Performance Work Statement (PWS)

To provide mowing and trimming services for the dam at Lewisville Lakes, Texas.

• Perform mowing and trimming of grass and vegetation on and around dam embankments and prime facilities.

• Work includes furnishing all equipment, materials, and labor.

• Areas covered and number of facilities are detailed in the Mowing Maps (Attachment 3).

• Mowing shall be to a height of not more than three (3) inches or less than two (2) inches.

• Trimming and edging around sidewalks, signs, fences, guard rails, guard posts, trees, shrubs, culverts, and facilities.

• Vegetation in riprap areas shall be trimmed or removed, with potential herbicide application with COR approval.

• Mowed areas shall be uniform and consistent in height.

• No damage to signs, fences, trees, concrete edges, or facilities.

• Edging shall create vertical cuts a minimum of one-half inch below adjacent concrete/impact material/wood levels.

• Grass shall not extend onto sidewalks or concrete pads.

• Trimmed trees shall not have limbs hanging below eight (8) feet above ground level.

• All trash, litter, debris, tree clippings, shrub clippings, and grass clippings shall be removed after each mowing service.

• Performance is subject to a Quality Assurance Surveillance Plan (QASP).

• Performance Objectives include Mowing, Trimming/Edging, and Vegetation in Riprap, with zero deviation from standard required.

• Work to be performed at Lewisville Lake in Lewisville, Texas.

• Mowing is required monthly from January through December (Attachment 2 - Mowing Schedule).

• Contractor shall coordinate with the COR on a date and time to begin mowing each month.

• Once mowing begins, it must be completed within seven (7) calendar days.

• Non-personal service contract.

• Contractor shall develop and maintain a Quality Control Plan (QCP).

• Contractor personnel must comply with all security requirements, including installation access and background checks.

• Contractor shall comply with applicable OSHA standards and the Corps of Engineers Safety and Health Requirements (EM 385-1-1).

• An Accident Prevention Plan and Activity Hazard Analysis (AHA) are required.

• Minimum Personal Protective Equipment (PPE) includes short sleeve shirt, long trousers, steel-toed safety boots, and hard hat in construction/demolition areas.

• Contract personnel require Anti-Terrorism (AT) Level I and iWATCH training.

• Government will provide key cards for access and AT Level 1 and iWATCH training.

Solicitation / RFP / RFQ

This solicitation, W9126G26QA039, is for "Lewisville Lake Dam Mowing." The acquisition is set aside for Small Business. The North American Industry Classification Standard (NAICS) code is 561730, with a size standard of $9,500,000.00.

• Services are to be performed in accordance with a Performance Work Statement (PWS).

• Pricing Arrangement: Firm Fixed Price.

• Period of Performance: The base period and option periods extend from April 1, 2026, to March 31, 2030, with each period lasting 7 months.

• Offer Due Date/Time: March 19th, 2026, at 1:00 PM CST.

• Submission Method: All submissions must be electronically uploaded through the PIEE Solicitation Module. Alternative methods are not accepted unless PIEE is unavailable.

• Evaluation Factors: The government will award to the responsible Offeror whose offer is most advantageous, considering price and past performance. The evaluation process involves:

  1. Reviewing quotes for compliance with solicitation requirements.
  2. Ordering acceptable quotes by Total Evaluated Price (TEP) from lowest to highest.
  3. Evaluating the lowest priced offeror's past performance and technical submission. If "Satisfactory Confidence" is achieved, award may be made.
  4. If no award is made in Step 3, the government will evaluate the next lowest priced offer, continuing until a "Satisfactory Confidence" rating is achieved or all offers are evaluated.

• Site Visit: A site visit is scheduled for March 3rd, 2026, at 10:00 AM CST. Interested parties must email the Contract Specialist by February 26th to request attendance.

• Questions: Questions are due by March 6th, 2026, at 1:00 PM CST, and must be submitted via email to the Contract Specialist.

• This acquisition is a Small Business set-aside.

• Offerors must qualify as a Small Business in SAM.gov under NAICS 561730 to be eligible for award.

• NIST SP 800-171: Offerors required to implement NIST SP 800-171 must have a current assessment (not more than 3 years old).

• The contract will be Firm Fixed Priced.

• Award will be made on an "all or nothing" basis.

• Offerors must acknowledge, sign, and submit all solicitation amendments.
