LGDS VIDEO-BASED TRAINING DESIGN AND DEVELOPMENT

Request for Information (RFI)

U.S. Customs and Border Protection (CBP) is conducting market research to identify vendors capable of designing and developing video-based interactive multimedia instructional training for U.S. Border Patrol (USBP) personnel. This training is intended to enable personnel to effectively operate the Linear Ground Detection System (LGDS) via its graphical user interface (GUI).

This RFI is for information and planning purposes only and does not constitute a Request for Proposal (RFP). The government does not intend to award a contract based on this RFI and will not pay for any information received. Responses may be used to develop a future acquisition strategy or RFP.

CBP requires the design and development of video-based interactive multimedia instructional training with the following characteristics:

• Technical Requirements:
  • Clear understanding of the LGDS concept of operations, architecture, and design.
  • Step-by-step operating procedures for consistency, accuracy, and problem-solving.
  • Assessment, testing, and certification capabilities to ensure personnel competency.
  • SCORM compliance and compatibility with the current Learning Management System (LMS).
• Service Requirements:
  • Provided as a managed service, not equipment procurement.
  • Proposed one (1) year period of performance for initial development, with potential option years for updates and sustainment.
  • Technical support, maintenance, and upgrades.

Vendors must submit:

• Attachment A – Vendor Company Data: Completed with corporate information, business size, and socioeconomic status.
• White Paper: Addressing the training design and development approach, including:
  • Instructional design methodology.
  • Multimedia and interactivity approach.
  • Assessment and certification approach.
  • SCORM and LMS integration approach.
  • Proposed schedule and milestones.
  • Approach to updates, sustainment, and support.

Submissions should not exceed 10 pages (plus Attachment A) and must be submitted via email by 5:00 PM EST on April 30, 2026, to USBP_PMOD_SUBT_LGDS@cbp.dhs.gov.
